About The Position

The Environmental Permitting Analyst (Planner II) at the San Francisco Public Utilities Commission is responsible for federal regulatory permitting, environmental planning, and compliance work related to the Capital Improvement Program (CIP) activities of the Water Enterprise. This role involves analyzing project activities, advising on environmental review processes, and ensuring compliance with various environmental laws and regulations. The position requires in-person attendance in Moccasin, California, a minimum of three days per week, and involves extensive collaboration with multidisciplinary teams and external stakeholders.

Requirements

• Knowledge of permitting instruments, special use authorizations, and easements on federal land.
• Extensive knowledge of local, state, and federal environmental laws, including experience with environmental permitting and regulatory compliance.
• Experience with archival data research.
• Knowledge of historic and cultural resources preservation and management practices.
• Experience with lands and resources management and planning.
• Proficiency in database management and environmental analysis using GIS.
• Knowledge of utility operations and maintenance.

Responsibilities

• Analyze proposed project activities to determine environmental review, documentation, and permitting requirements.
• Propose project modifications and best management practices to minimize environmental impacts.
• Advise project teams on streamlining environmental review and permitting processes.
• Apply and interpret federal and state laws, local ordinances, and SFPUC plans and policies, particularly the Raker Act.
• Apply for permits and agreements from local, state, and federal agencies.
• Assist with preparation and review of documentation to meet state and regulatory requirements, including CEQA, NEPA, NHPA, and FLPMA.
• Review and evaluate the work of consultants on planning and permitting tasks.
• Interpret plans, policies, permits, and regulations to ensure compliance with SFPUC activities.
• Collaborate with multidisciplinary staff and represent SFPUC interests to external stakeholders.
• Document and report on regulatory compliance and communicate with regulatory agency personnel.
• Prepare technical reports and correspondence on environmental planning, permitting, and compliance issues.
