About the position

Parsons is seeking a talented TEMPEST Professional to join our Defense & Space Engineering Solutions team. In this role, you will assist the Certified TEMPEST Technical Authority (CTTA) in implementing the Client TEMPEST program. Your primary responsibilities will include analyzing requirements and developing the necessary programs and processes to control compromising emanations from Client equipment and facilities. You will ensure that all TEMPEST staff are fully qualified to meet the Client TEMPEST mission requirements and will reach out to customers to gather all necessary information, including wiring diagrams and equipment specifications required to complete the TEMPEST risk matrix. Additionally, you will be responsible for completing TEMPEST checklists, Protective Distribution System (PDS) approval requests, and conducting TEMPEST Countermeasure Reviews. When required by the TEMPEST Lead, you will complete visual TEMPEST inspections and testing of Client facilities, systems, and equipment, including Sensitive Compartmented Information Facilities (SCIFs) and PDS. It is essential to maintain all TEMPEST qualifications required to conduct these inspections and tests, which includes completing a minimum of 40 hours of proficiency training in TEMPEST, Technical Security, or other relevant general security fields each fiscal year. You will support TEMPEST daily operations, ensuring the accuracy of the Client TEMPEST Risk Matrix and the timely completion of all TEMPEST checklists and reviews. Your role will also involve performing Radio Frequency signal of interest searches, assessing and locating signals discovered during surveys, and collaborating with appropriate entities to develop wireless security systems. You will identify potential enterprise and tactical wireless security systems, develop and maintain wireless security concepts of operations, and provide recommendations for new processes and systems. Furthermore, you will coordinate TEMPEST accreditation activities for facilities and contractor sites, evaluate countermeasures, and maintain appropriate records related to TEMPEST reviews and accreditations. A strong awareness of National and DoD policies regarding TEMPEST is crucial for success in this position.

Responsibilities

  • Assist the Certified TEMPEST Technical Authority (CTTA) in implementing the Client TEMPEST program.

  • Reach out to customers to gather all necessary information, including wiring diagrams and equipment specifications.

  • Ensure adherence to National, DoD, and Agency regulations and instructions as it relates to TEMPEST.
  • Execute the TEMPEST Daily Operations and perform Radio Frequency signal of interest searches.
  • Assess and locate signals of interest discovered during surveys, system notifications, and wireless operations.
  • Collaborate with appropriate entities to develop wireless security systems and identify potential enterprise and tactical wireless security systems.
  • Develop, update, and maintain wireless security concepts of operations.
  • Identify potential opportunities for partnership across the Agency for wireless security concerns.
  • Provide recommendations and guidance for new processes and systems related to TEMPEST and wireless efforts.
  • Ensure wireless technicians understand and comply with wireless regulations and report wireless issues discovered during operations.
  • Coordinate TEMPEST accreditation activities for facilities and contractor sites.
  • Evaluate and make recommendations to the CTTA on countermeasures consistent with National policy and operational requirements.
  • Prepare estimates on proper implementation of TEMPEST countermeasures and technologies to support the TSCM mission.
  • Establish and continually update baseline requirements for TEMPEST by identifying facilities and contractor sites requiring review.
  • Conduct inspections and perform site assistance visits as required.

Requirements

  • A Bachelor's Degree, or equivalent experience.
  • Active TS/SCI security clearance with willingness and ability to obtain a CI polygraph.
  • 4+ years of experience in a CI or Security related field.
  • 3+ years TEMPEST experience.

Nice-to-haves

  • Possess TEMPEST Professional (CTP) 1&2 certifications.
  • An active National TEMPEST School certification in TEMPEST Fundamentals and RED/BLACK Installation Guidance courses.
  • An active National TEMPEST School certification in TEMPEST testing courses (Lab, Field, and NONSTOP).
  • Proficiency in MS Office products.
  • Completed NCSC ICD 705 Course.
  • Be a credentialed graduate of an accredited federal or DoD CI training academy.
