Under the direction of the Field Services and Safety Manager, and in accordance with State and local laws, the Animal Cruelty Investigators follows up on reports of animal cruelty reported through the 927PAWS.org website and calls from HC/VPH call center. The Cruelty Investigator will be tasked with visiting private residences and businesses to assess the animal condition and quality of life. The Cruelty Investigator can issue citations, warnings and notices that will have to appear in court if necessary. The Cruelty Investigator will safely operate and maintain county equipment and vehicles; educates the public concerning animal cruelty and responsible pet ownership and performs other Animal Control duties as deemed necessary and/or assigned.

Responsibilities

  • Respond promptly to reports of animal cruelty assigned via the designated website and Harris County Veterinary Public Health.
  • Conduct thorough investigations by interviewing suspects, witnesses, and collecting pertinent evidence.
  • Document and photograph the condition of animals and the scene in detail.
  • Prepare comprehensive and accurate case reports, ensuring all necessary information is included for further action.
  • Attend and actively participate in meetings, conferences, and other related functions.
  • Collaborate with partners to assist in animal seizures as required.
  • Safely impound animals, accurately entering all relevant information into the database, including detailed descriptions, appropriate holds, photographs, and veterinary requests.
  • Provide expert testimony in civil hearings and criminal cases related to animal cruelty.
  • Work closely with the Harris County Attorney and District Attorney's Office to support legal proceedings.
  • Update the organization's and designated website (927PAWS.org) with relevant case details and other necessary information.
  • Perform standard Animal Control Officer duties as required or assigned, ensuring compliance with all applicable regulations.

Requirements

  • High school diploma or G.E.D. equivalent.
  • At least one (1) year of paid work experience providing direct customer service.
  • Working knowledge of Chameleon Animal Care Software or the ability to learn within six (6) months of employment.
  • Working knowledge of breeds, diseases, medical conditions, and animal handling and behavior.
  • Valid Texas Driver's License and good driving record.
  • Must complete the Department of State Health Services' Basic Animal Control Officer's Certification within one (1) year of employment and maintain that certification.
  • Must complete the necessary FEMA ICS Training required for the department within six (6) months of employment.
