About The Position

The Application Services Manager is responsible for leading the enterprise applications portfolio, overseeing strategy, project management, technical leadership, and operational management. This role involves managing the development, support, maintenance, and enhancement of enterprise and departmental applications, while also participating in strategic planning and providing leadership for technology initiatives. The position leads a team of internal and external resources and manages a significant operational and capital budget.

Requirements

  • Master's degree in a technology or business field, or Bachelor's degree plus 7-10 years of related experience including 1-3 years of management experience, or 20 years of related experience with significant management experience.
  • Certification in ITIL and/or PMP is preferred.
  • Excellent intrapersonal communication and facilitation skills.
  • Proven problem-solving abilities and independent judgment.
  • Experience with Systems Development Life Cycle (SDLC) methodologies such as waterfall, iterative/agile, and SCRUM.
  • Superior organizational, time, and project management skills.

Nice To Haves

  • Experience with Microsoft Technologies (Visual Studio .NET, SQL Server Data Tools, Windows SDK).
  • Knowledge of Development Languages: C++, C#, JAVA, VBA, VB.NET, JQuery, and VB6.
  • Experience with Oracle PeopleSoft Management and GIS Development (ArcGIS and ESRI).
  • Familiarity with Cloud computing and Mobile Development Tools (iOS and Android).

Responsibilities

  • Establish and execute the overall IT strategy and annual priorities for Application Services.
  • Identify and recommend opportunities for business value through application enhancements or new technologies.
  • Evaluate, select, and implement new applications to meet business needs.
  • Lead key applications projects and initiatives, ensuring successful execution.
  • Manage scope, schedule, resources, cost, quality, risk, and vendor procurement for projects.
  • Oversee ongoing operational support of business applications and their interfaces.
  • Provide technical leadership and mentoring to applications staff.
  • Ensure appropriate applications architecture and design for new systems and upgrades.
  • Direct staff in providing effective support and administration for business applications.
  • Manage enterprise resource allocation to balance operational support and projects.
  • Establish and monitor application service metrics to maintain high service levels.
  • Define and enforce IT policies, procedures, and standards for application compliance.
