About the position

The Assistant Chief Plan Examiner for Affordable Housing at the NYC Department of Buildings plays a crucial role in ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Code, Energy Code, and Zoning Resolution. This position is responsible for supervising the engineering and architectural analysis of structures and building equipment systems specifically for affordable housing projects. The department is committed to facilitating compliant development with integrity, efficiency, and professionalism, aiming to enhance the quality of life for all New Yorkers and make the city safer. The Assistant Chief Plan Examiner will oversee the examination of plans for the construction, alteration, or repair of buildings and equipment systems under the jurisdiction of the Department of Buildings. In this role, the Assistant Chief Plan Examiner will supervise, guide, and mentor affordable plan examination personnel, ensuring they perform progressively more complex and challenging projects. Responsibilities include assigning work, monitoring team productivity, and ensuring compliance with agency service levels. The position also involves administering quality control checks to ensure complete and accurate project reviews, facilitating the resolution of objections, and assisting senior management in managing unit operations. The Assistant Chief Plan Examiner will interact with borough management and other units within the agency to accomplish assigned tasks for affordable housing projects, perform original plan examinations, and evaluate the performance of team members. This position is located at the Affordable Housing plan examination team at 80 Centre Street, New York, NY.

Responsibilities

  • Supervise, guide, and mentor affordable plan examination personnel.
  • Assign affordable housing work and monitor team and individual examiner workload.
  • Screen incoming jobs for completeness and monitor productivity to ensure compliance with service levels.
  • Administer quality control checks for project reviews and document objections clearly.
  • Facilitate resolution of objections and approval of jobs by meeting with applicants and filing representatives.
  • Assist senior management in managing unit operations, including workload management plans and reports.
  • Collaborate with management to address unit level issues and establish expectations and standards.
  • Perform original plan examinations, special audits, and zoning reviews.
  • Evaluate performance of affordable housing team members.

Requirements

  • Possession of a valid New York State Professional Engineer's license or registration as an Architect.
  • Four years of full-time satisfactory experience in architecture, civil engineering, or mechanical engineering, with two years in building design or building equipment systems design; or a master's degree in civil engineering, mechanical engineering, or a five-year Bachelor of Architecture or a Master of Architecture and three years of experience, with two years in building design or building equipment systems design.
  • Excellent communication skills, both written and verbal, with the ability to explain technical requirements in lay terms.
  • Strong organizational skills and the ability to provide excellent customer service.

Nice-to-haves

  • Familiarity with the process of developing affordable housing projects in NYC.
  • Knowledge of the NYC Construction Code and Zoning Resolution and its legal and practical application.
  • Ability to read and interpret construction plans and specifications.
  • Interpersonal skills to work with diverse backgrounds.
  • Proficiency in Microsoft Office Suite (Excel, Word, Access, Outlook) and Bluebeam.
