About the position

The Assistant Finance Director is responsible for directing the planning, coordination, and supervision of the City's financial activities and utility billing operations. This role assists the Chief Financial Officer in managing the Finance Department and ensures compliance with governmental accounting standards while safeguarding the city's assets. The position requires a high level of independence and involves significant interaction with external auditors and various stakeholders.

Responsibilities

  • Direct the planning, coordinating, and supervision of daily operations of the City's financial activities and utility billing.
  • Assist the Chief Financial Officer with the operations of the Finance Department and Utility Billing Division.
  • Oversee adherence to governmental accounting requirements and ensure effective management of the city's assets.
  • Provide financial guidance and support to the Chief Financial Officer.
  • Furnish regular financial reports and recommend internal control measures.
  • Collaborate with external auditors and provide comprehensive financial data for auditing processes.
  • Develop and manage new or revised policies or procedures in response to audit findings.
  • Analyze financial data to ensure compliance with laws and regulations.
  • Offer guidance and training to supervisory and professional staff.
  • Participate in administrative meetings and provide technical guidance for strategic decision-making.
  • Deliver presentations to internal and external stakeholders as requested.
  • Oversee the Finance Department in the absence of the Chief Financial Officer.

Requirements

  • Bachelor's degree in accounting, business administration, finance, or related field.
  • Master's degree preferred.
  • Seven years of accounting experience, with at least two years in the public sector.
  • Three years of supervisory or management experience, preferably in the public sector.
  • Certified Public Accountant (CPA) designation preferred.
  • Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) preferred.
  • Valid Florida Driver License and insurable by the City's insurance provider.

Nice-to-haves

  • Master's degree in finance or related field.
  • Designation as a Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO).
