About The Position

The Assistant Program Manager - Project Services Coordinator supports the City Utilities Engineering department by coordinating grant writing and alternative funding efforts, managing land acquisition, and administering capital project services. This part-time role requires good judgment, independence, and professional expertise to ensure compliance with policies and regulations while maintaining confidentiality.

Requirements

  • Bachelor's degree in public or business administration, organizational leadership, economics, urban planning, or equivalent.
  • Two years of experience in a public agency, utility, or customer-facing role.
  • Proficiency in Microsoft Office, particularly Word and Excel.
  • Knowledge of local government administration and utility management principles.

Responsibilities

  • Coordinate with Utility Engineering staff for easements and real estate purchases.
  • Prepare property and contract documents for management and legal review.
  • Research real estate interests and communicate with property owners.
  • Assist in negotiation and acquisition of easements and contracts.
  • Prepare and administer contracts with outside firms for property appraisals and title research.
  • Attend meetings with property owners to discuss issues and facilitate project manager attendance.
  • Serve as a confidential aide to the Program Manager - Capital Project Services.
  • Assist in researching and drafting policies regarding lead water service line replacements.
  • Resolve customer issues surrounding lead service contracts.
  • Research and identify alternate funding sources for capital projects.
  • Work with staff to compile and submit applications for project funding.
  • Maintain schedules to assist staff in meeting funding deadlines.
  • Communicate with funding agencies and stakeholders involved in projects.
  • Track compliance with funding program requirements and assist staff in reporting goals.
  • Assist in maintaining Utility standards and specifications.
  • Provide backup support for administrative assistants and train new staff.
