About the position

The Assistant Property Manager (Management Associate) position at the Springfield Housing Authority is a full-time role that requires a blend of administrative skills and knowledge of public housing regulations. The ideal candidate will have an Associate's Degree and at least six months of experience in a clerical position that involves public contact. This role is crucial in ensuring the smooth operation of housing management and requires a proactive approach to problem-solving and communication with residents and staff alike. In this position, the Assistant Property Manager will be responsible for a variety of tasks that include answering incoming calls, documenting work orders, and maintaining communication between residents and management. The role also involves conducting unit inspections to ensure compliance with federal, state, and local housing codes, as well as monitoring the cleanliness and safety of the properties. The Assistant Property Manager will serve as a liaison between various stakeholders, including the Asset Manager, maintenance staff, and residents, ensuring that all parties are informed and that residents' needs are met. Additionally, the Assistant Property Manager will assist in the collection of delinquent rents and maintain accurate records of tenant activities and lease requirements. This position requires a strong understanding of housing regulations and the ability to interact effectively with a diverse population. The successful candidate will demonstrate excellent organizational skills, the ability to work independently, and a commitment to providing high-quality service to residents.

Responsibilities

  • Answer all incoming telephone calls and assist with general questions or concerns.
  • Receive and document all work orders from residents and route to appropriate members of the maintenance staff.
  • Maintain monthly activity schedules and newsletters.
  • Serve as a liaison between the Asset Manager and housing residents, between the SHA and Resident Council, and between maintenance and residents.
  • Investigate and identify all relevant services available for residents of various backgrounds.
  • Assist the Accounts Receivable Clerk in all aspects of delinquent rent collections as needed.
  • Perform unit inspections for all existing public housing units and non-dwelling units to ensure compliance with Federal, State, UPCS, and local housing and building codes.
  • Review, report, and monitor buildings daily to ensure they are clean, sanitary, and safe.
  • Maintain monthly tenant activities and process necessary paperwork and documentation relative to overall tenant lease requirements.
  • Generate failed inspection/non-compliance to lease letters, process residents for lease termination, and follow up as necessary.
  • Act as an advocate for residents with service agencies.

Requirements

  • Associate's Degree or equivalent combination of training and work experience.
  • Over six months of experience in a clerical position requiring public contact.
  • Knowledge of U.S. Department of Housing and Urban Development Federal Regulations related to Public Housing programs.
  • Knowledge of general Federal, State, local, and public housing building, health, safety, sanitation, and energy conservation codes and ordinances.
  • Knowledge of lease enforcement and maintenance supervision.
  • Skill in organizing, planning, monitoring, and following up as necessary.
  • Skill in performing mathematical calculations quickly and accurately.
  • Skill in the proficient use of office equipment, computers, and software.
  • Skill in typing 40 WPM with accuracy.
  • Ability to work independently in an organized, thorough, detailed, accurate, and efficient manner.
  • Ability to assess and evaluate problems and determine priorities.
  • Ability to communicate (oral and written) and interact with diverse individuals in a courteous and professional manner.
  • Ability to maintain a valid Illinois driver's license and be an insurable SHA driver.
