About the position

The Behavioral Health Quality Metrics and Survey Policy Analyst (OPA3) at the Oregon Health Authority is a full-time, classified permanent position focused on providing consultative advice and support for the Behavioral Health Quality Metrics and Survey unit. This role involves evaluating mental health and substance use disorder services, aligning activities within the unit, and developing long-range plans and goals related to behavioral health metrics. The analyst will collaborate with various stakeholders, manage projects, and ensure the integration of policies and priorities across different teams.

Responsibilities

  • Provide consultative advice on programmatic efforts of the Behavioral Health Quality Metrics and Survey unit.
  • Facilitate and align activities within the Behavioral Health Quality Metrics and Survey unit.
  • Develop long-range plans, goals, objectives, and milestones related to behavioral health metrics.
  • Project manage work related to plans, goals, objectives, and milestones.
  • Consult with and advise management about risks to project management timelines.
  • Collaborate with analytic and program staff across various divisions and departments.
  • Present complex information in a meaningful way and defend findings or recommendations.

Requirements

  • Bachelor's Degree in Business, Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Four years of professional-level evaluative, analytical, and planning work, or equivalent experience totaling seven years.
  • Experience with statistical software and data visualization.
  • Strong project management, analytical, and interpersonal skills.

Nice-to-haves

  • Experience reading, interpreting, and analyzing policies at various government levels.
  • Ability to use an equity lens to decrease health disparities.
  • Knowledge of Oregon Legislature and legislative processes.
  • Familiarity with Medicaid and health care markets in Oregon.
  • Experience in survey design, research design, and report writing.
