About the position

The Benefits and Compensation Manager at Muskegon Community College (MCC) plays a crucial role in the Human Resources department, responsible for implementing and administering policies and programs that cover all employee benefit and compensation plans. This position is designed to ensure that all benefit programs, including medical, dental, vision, life insurance, long-term disability (LTD), flexible spending plans, and retirement programs, are managed effectively and with integrity. The manager will work closely with HR leadership to deliver exemplary service to all employees, ensuring that their needs are met with care and respect in a team-oriented environment. In this role, the manager will conduct open enrollments for various benefit programs, manage the benefit enrollment system, and develop communications related to benefits. They will coordinate events and training sessions related to benefit programs, assist in managing relationships with benefit carriers, consultants, and brokers, and review employee eligibility for benefit plans. The manager will also oversee the administration of workers' compensation and medical incident reporting, ensuring compliance with federal and state laws, including HIPAA, ERISA, FMLA, and COBRA. The Benefits and Compensation Manager will be responsible for preparing annual wage memos and contracts for faculty, administrators, and staff, as well as processing benefit and payroll adjustments. They will conduct research on new benefit program options and make recommendations for new or revised programs. This position requires strong organizational skills, attention to detail, and the ability to handle complex problems ethically and strategically. The manager will also be expected to maintain confidentiality and demonstrate a high degree of integrity and dedication to the college's mission.

Responsibilities

  • Implement and administer policies and programs covering all benefit and compensation plans.
  • Manage, coordinate, and implement employee benefit programs including medical, dental, vision, life, LTD, flexible spending plans, and retirement programs.
  • Conduct open enrollments for various benefit programs including medical, dental, vision, health savings accounts, flexible spending accounts, retirement, life, and disability.
  • Manage the benefit enrollment system and develop benefit-related communications.
  • Coordinate events and training relating to benefit programs including annual open enrollments.
  • Assist in managing relationships with benefit carriers, consultants, and brokers.
  • Review employee eligibility for benefit plans and maintain plans including retirement programs.
  • Coordinate orientation programs for new employees and process all forms associated with hiring, transfer, and termination of employees.
  • Manage leave administration with employees and coordinate necessary information with supervisors, payroll, and human resources.
  • Administer workers' compensation and medical incident reporting.
  • Conduct research and respond to annual benefit and compensation studies.
  • Assist in management and maintenance of HRIS System and website.
  • Coordinate and reconcile billing for benefits plans.
  • Manage the tuition benefit programs for employees.
  • Prepare annual wage memos and contracts for faculty, administrators, and staff, and accurately enter new wage rates into the HRIS system.
  • Process benefit and payroll adjustments, changes, and stipends submitting to payroll by required deadlines.
  • Ensure compliance with Federal and state laws including Section 125, FSA, COBRA, HIPAA, FMLA, Unemployment, and IPEDS reporting.
  • Prepare and maintain necessary reports to carry out functions of the Human Resources Office and provide ad-hoc reporting as needed.
  • Research new benefit program options and make specific recommendations for new and/or revised benefit programs for management consideration.
  • Assist leadership with various projects and day-to-day functions.

Requirements

  • Bachelor's degree required; CEBS certification preferred.
  • Minimum of three years of experience in human resources, benefit administration experience preferred.
  • Thorough knowledge of Federal and State benefit-related laws including HIPAA, ERISA, FMLA, FSA, HSA, COBRA, MPSERS, Worker's Compensation, ADA, Unemployment, and Title IX.
  • Two years of HRIS/Enterprise System experience (Colleague preferred) with the ability to maintain data integrity, produce quality reporting, and troubleshoot day-to-day issues.
  • Advanced technology experience, especially in working with Microsoft Excel including formulas and pivot tables preferred, as well as social media and research capabilities.
  • Experience administering self-funded medical plans preferred.
  • Demonstrated organizational ability, attention to detail, and solid decision-making skills.
  • Demonstrated ability to collect, compile and analyze data and interpret and apply laws and policies.
  • Excellent verbal and written communications skills demonstrating the ability to sustain communication with diverse groups, anticipate problems, and reconcile conflicts.
  • Ability to handle complex problems ethically, strategically, and proactively, when appropriate.
  • Demonstrated ability to relate to people of all ages, races, and social-economic backgrounds.
  • Demonstrated use of tact, judgment, and discretion and the ability to maintain confidentiality.
  • Highly motivated and solution-oriented with a high degree of integrity, ethics, and dedication to the mission of the college.
  • Strong organizational, planning, and time management skills; ability to improve efficiencies while building relationships using strong analytical and decision-making skills.
  • Ability to work irregular schedule including evenings and possible weekends.
  • Requires personal transportation to and from extension centers or other locations as needed.

Benefits

  • Salary up to $75,000 depending on experience.
