About the position

The City of Portland is seeking a Benefits & Compensation Manager to lead the development, implementation, administration, communication, and ongoing evaluation of the City's compensation structure and benefits programs. This strategic role is essential for ensuring that the City's compensation and benefits are competitive, sustainable, and aligned with organizational goals, while also serving as a resource for HR professionals, departments, union representatives, employees, and job applicants.

Responsibilities

  • Oversee and support compensation studies, including wages and benefits.
  • Analyze results of compensation studies and make recommendations to the Director of Human Resources.
  • Create and implement best practices, policies, and guidelines surrounding compensation and bonuses.
  • Monitor the effectiveness of existing compensation practices and recommend cost-effective changes.
  • Ensure compliance with all compensation-related federal, state, and local laws.
  • Oversee non-union job descriptions, job analyses, and classifications.
  • Maintain awareness of prevailing pay rates and benefit plans.
  • Conduct studies of fringe benefits and analyze results, making recommendations to the Director of Human Resources.
  • Oversee City benefit vendors to ensure compliance and excellent support for employees.
  • Ensure compliance with state and federal laws and regulations regarding benefits.
  • Evaluate individual programs and total benefits package against best practices and market standards.
  • Manage the City's wellness program and incentives and charitable giving program.
  • Supervise a Benefits Specialist and other employees as assigned.

Requirements

  • Graduation from a four-year college or university with specialization in public administration, business, labor relations, or human resource management.
  • Responsible work experience in personnel or labor relations, preferably in the public sector.
  • Strong understanding of public sector benefits and compensation principles.
  • Strong understanding of finance and budgeting, with the ability to manage a $25+ million budget.
  • Thorough knowledge of state, federal, and local laws governing compensation and fringe benefits programs.
  • Knowledge of best practices in employee benefits and compensation program management.
  • Excellent verbal and written communication skills.
  • Strong analytical skills and ability to interpret and communicate data.
  • Strong leadership and team management skills.
