About the position

The York City Department of Transportation is seeking a Civil Engineer Level III to serve as the Engineer-in-Charge (EIC) of the Bridges Contracts & Compliance Unit. This role involves overseeing contract administration, troubleshooting project issues, and acting as a liaison between the Bridges Division and internal project oversight. The EIC will have significant independence in judgment and will be responsible for developing standard contract materials, auditing internal policies, and improving project workflows.

Responsibilities

  • Serve as the point of contact for troubleshooting contract and project issues.
  • Develop and maintain boilerplates, templates, and standard contract resource materials.
  • Audit internal policies and procedures related to contract administration and present findings.
  • Develop improvements to project-related workflows and division-wide processes.
  • Coordinate with the Project Delivery and Data Analytics team for project tracking.
  • Identify gaps in project controls and recommend mitigation strategies.
  • Identify trends in projects related to contract administration and propose solutions.
  • Assist project teams in preparing support documents for change orders and invoices.
  • Provide support for internal and external audits.
  • Perform other related assignments and special projects as required.

Requirements

  • Four years of full-time experience in civil engineering work.
  • A valid York State Professional Engineer's License.
  • A master's degree in civil engineering may substitute for one year of experience.

Nice-to-haves

  • Experience in bridge projects or comparable heavy industry projects.
  • Project Management Certification or equivalent training.
  • Understanding of critical path method schedule (CPM).
  • Knowledge of NYC Procurement Policy Board Rules.
  • Familiarity with NYC Comptroller's office Directives 1, 7, 10.
  • Advanced proficiency in Microsoft Office (Excel, Access, PowerPoint, Projects).
  • Attention to detail for managing and reviewing contracts and agreements.
  • Familiarity with City systems such as FMS and Passport.
  • Valid driver's license in the state of York.
