About the position

The Florida Department of Environmental Protection (DEP/Department) is the lead agency for environmental management and stewardship - protecting our air, water, and land. Our vision at DEP is to create strong community partnerships, safeguard natural resources and enhance its ecosystem. This position is in the Bureau of Budget and Planning, under the Division of Administrative Services. This is a highly responsible position that performs budget and planning functions. This budget position provides direct support to division staff performing a variety of complex administrative and budget responsibilities. The incumbent will perform various duties which require confidentiality, critical thinking, initiative, attention to detail, and interacting professionally with others.

Responsibilities

  • Coordinates the preparation, collection and development of the Legislative Budget Request (LBR), Schedule I and other related financial documents for assigned program area(s).
  • Reviews and analyzes requests for possible inclusion in the LBR.
  • Monitors the approved budget for assigned areas and verifies the accuracy of Florida Accounting Information Resource (FLAIR) allotments submitted to reflect changes in operating plans and amendments to the approved budget.
  • Participates in compiling and reviewing information required annually for the Long Range Program Plan (LRPP) and LBR for posting on the Florida Fiscal Portal.
  • Creates PDF files, bookmarks, and organizes documents for uploading in the required format for the LBR and LRPP.
  • Assembles and distributes LBR/LRPP notebooks.
  • Reviews, analyzes and prepares requests for budget amendments submitted by assigned program(s).
  • Monitors the approved budget and analyzes quarterly budget projections prepared by the assigned program(s).
  • Monitors the appropriation, approved budget, allocation, release, and availability of funds for assigned programs.
  • Carries out various fiscal year-end and startup activities for assigned program(s).
  • Participates in analyzing the fiscal impact of legislation pertaining to assigned program(s).
  • Performs other duties as assigned.

Requirements

  • A bachelor's degree from an accredited college or university; or Any combination of post – secondary education or verifiable related experience, as described above, for a total of four years.
  • Knowledge and use of Microsoft Excel, Microsoft Word, Microsoft Outlook and Adobe Acrobat Pro.
  • Knowledge and use of Legislative Appropriation System/Planning and Budgeting System (LAS/PBS) Mainframe and Web; Florida Accounting Information Resource (FLAIR); FLAIR Reporting Distribution (RDS); Payroll Expense Allocation System (PEAS); State Accounts (DACA); Budget Amendment Processing System (BAPS).
  • Knowledge of the State budgeting and legislative processes, including familiarity with terminology and concepts.
  • Ability to analyze financial data and written information and propose solutions to complex problems.
  • Ability to communicate and explain complex concepts both verbally and in writing.

Nice-to-haves

  • State budget experience which includes oversight and/or assistance with the development of an agency Legislative Budget Request (LBR).
  • Experience utilizing and/or creating Excel spreadsheets, using formulas, data sorting, pivot tables, etc.
  • Experience utilizing Adobe Acrobat Pro.
  • Knowledge of State of Florida budget development, legislative and amendment processes.
  • Experience utilizing Florida’s budgeting systems: Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS) and the Budget Amendment Processing System (BAPS).
  • Knowledge of the legislative appropriations process, basic budget principles, salary rate, budget appropriation categories, organization codes, fund codes and budget entity codes.
