About the position

This position is within the Communication and Liaison Division of the IRS, specifically in the Management and Finance specialty area. The role involves evaluating, reviewing, and monitoring resource justifications and allocations, with a focus on aligning with the Division's business plan and the IRS strategic plan. The incumbent will independently identify and research budgetary and financial issues, develop written analyses, and recommend alternative solutions. Responsibilities also include coordinating the formulation of Division budget submissions, projecting labor resource requirements, and providing oversight in the financial review process.

Responsibilities

  • Independently evaluates, reviews, and monitors resource justifications, allocations and resource use for assigned program area(s).
  • Identifies and researches budgetary and financial issues, evaluates resource allocations, develops written analysis of findings, and recommends alternative solutions.
  • Coordinates the formulation of Division budget submissions and develops, reviews, and analyzes resource proposals.
  • Projects labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTEs) for the assigned area.
  • Monitors support resources such as equipment, supplies, facilities, and training for assigned area.
  • Provides oversight and advice in the financial review process, including reprogramming decisions and the development of narrative justifications.

Requirements

  • One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
  • Experience with the federal budget process and interpreting budget instructions and regulatory guidelines.
  • Experience analyzing detailed accounting and statistical information and using structured problem-solving techniques.
  • Knowledge of public laws, executive orders, OMB circulars, and bulletins.
  • Experience using computer applications for word processing, spreadsheets, graphics, and communication programs.
