About the position

The position requires a permanent title of Staff Analyst in the Civil Service. The role involves participating in developing efficiency initiatives, presenting supplemental budget requests, and acting as a liaison with various divisions and units, including ECS staff. Responsibilities include assisting with the preparation of City Council Budget Briefing Documents, participating in the preparation and updates of QAS Plans, and reviewing monthly variance reports. The candidate will also assist in generating budget analyses, interact with Fiscal for budget modifications, and prepare Law Department billings and journal entries. The role requires updating logs of hires and separations, expediting approvals of MOUs and FMS contracts, and reviewing incidental litigation expenses before submission to OMB. Additionally, the candidate will interact with IT for the preparation of the monthly IT Budget Summary report and assist with OMB revenue exercises. The position may involve utilizing analytical and interpersonal skills for special projects related to budget and fiscal monitoring.

Responsibilities

  • Participates in developing efficiency initiatives and presenting supplemental budget requests.
  • Assists with the preparation of City Council Budget Briefing Documents for scheduled hearings.
  • Participates in the preparation/updates of QAS Plans and reviews monthly variance reports.
  • Generates PS and OTPS budget analyses as needed.
  • Interacts with Fiscal for FMS budget modifications and with OMB/FISA for approvals.
  • Prepares Law Department billings/reimbursements/journal entries involving other agencies.
  • Updates log of LD hires and separations and assists with quarterly attrition and headcount analyses.
  • Acts as liaison with Fiscal and ACCO's office to expedite approvals of MOUs and FMS contracts.
  • Participates in the review of ILEs before submission to OMB for funding.
  • Interacts with IT and assists with the preparation of the monthly IT Budget Summary report.
  • Assists with the preparation and review of OMB revenue exercises.
  • Utilizes analytical, Excel, and interpersonal skills for special projects of senior management.

Requirements

  • A master's degree from an accredited college in relevant fields or a Juris Doctor degree.
  • A baccalaureate degree and two years of satisfactory full-time professional experience in budget administration or related areas.
  • An associate degree or completion of 60 semester credits and four years of satisfactory full-time professional experience.
  • A four-year high school diploma and six years of satisfactory full-time professional experience.
  • A combination of education and/or experience equivalent to the above.
