Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Five (5) years full-time equivalent experience performing professional-level analytical work of which two (2) years must include budget planning and analysis or accounts payable experience.
  • Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Responsibilities

  • Reviewing and preparing an analysis of the Budget proposal of the Chief of Police, their Five-Year Plan, Revenue and Expenditure Reports, and changes to the City's financial policies.
  • Leading the preparation, monitoring, and evaluation of Board of Supervisors (BOS) budget amendments to align with the SFPD's priorities and ensure the fiscally responsible allocation of City resources.
  • Preparing, reviewing, and developing reports and analyses, as directed.
  • Serve as the Acting CFO when the CFO is on leave or unavailable.
  • Assisting with budget monitoring of the Department's general fund operating costs and workorder agreements, and other budget lines as necessary.
  • Preparing and analyzing highly complex, sensitive and timely budget requests, policy proposals, and financial reports, including reports regarding the City's long-term obligations, revenue forecasts, and expenditure trends.
  • Formulating and presenting policy and/or budget recommendations for publication of key data to allow for transparency and analysis.
  • Establishing and maintaining positive working relationships with City officials, intergovernmental agencies, City staff, and SFPD personnel to ensure that budget and policy services are responsive to their diverse needs.
  • Representing the City and Police Department in public meetings; preparing presentations for meetings with citizen groups and BOS; providing recommendations and preparing suggestions for improving understanding, and engagement of stakeholders regarding the SFPD Budget and financial operations.
  • Assisting in the maintenance of data integrity in the City's budget and financial system.
  • Researching and remaining apprised of best practices and innovations in governmental budgeting, financial transparency, and public finance, especially as it applies to policing.
  • Assisting SFPD's Staff Services with position control and reconciliation.
  • Reviewing, routing, and recommending courses of action for day-to-day expenditure requests.
