About the position

The Business Operations Specialist will serve in the Business Financial Division at the Naval Surface Warfare Center, Philadelphia Division. This role involves acting as the Contractor's Officer Representative (COR) responsible for contract administration, ensuring compliance with NAVSEA guidelines, and providing business support for various contracts. The position requires analyzing operational effectiveness, developing financial evaluations, and advising on methods and procedures to enhance contract performance.

Responsibilities

• Administer operations and analyze effectiveness in meeting goals.
• Develop financial evaluations and provide business support for contracts.
• Review and approve tasking to contractors in collaboration with program managers.
• Participate in contractor performance reviews and support tasking development.
• Monitor contractor reports and accomplishments continuously.
• Troubleshoot contracting, tasking, and funding issues.
• Ensure consistency in contract reports and future tasking.
• Oversee contractual obligations and monitor contractor technical compliance and progress.
• Develop reports using software database programs like Excel and Access.

Requirements

• For GS-12: One year of specialized experience at or equivalent to the GS-11 grade level in contract administration and business project management.
• For GS-13: One year of specialized experience at or equivalent to the GS-12 grade level in identifying and resolving contract administration issues.
