About the position

The Chief Administrative and Financial Officer (CAO/CFO) serves as a key member of the Executive Committee, collaborating with the Chief Operating Officer (COO) and General Counsel (GC) to drive the strategic direction of the Government Accountability Office (GAO). This role oversees the Chief Administrative Office, managing GAO's budget, financial operations, information technology, human capital, and facilities, ensuring alignment with the agency's strategic goals.

Responsibilities

  • Direct GAO's administrative operations, including facilities, financial management, human capital management, and information technology.
  • Collaborate daily with other Executive Committee members to guide GAO's strategic direction and policy development.
  • Advise the Executive Committee on budget, financial management, human capital, information technology, and internal controls.
  • Oversee the development of GAO's financial management policies to support financial stability.
  • Monitor the execution of GAO's budget and provide performance reports to the Executive Committee.
  • Direct enterprise-wide information technology programs and services in collaboration with the COO.
  • Guide agency-wide human capital management and workforce planning services.
  • Represent GAO in contacts with Congress and other federal agencies, as well as industry and local governments.
  • Chair and serve on internal GAO boards and committees.
  • Direct the work of the Chief Administrative Office, ensuring accountability for team success.

Requirements

  • Must be a U.S. citizen.
  • Must have experience in GS-14, GS-15, Senior Executive Service, or equivalent-level positions.
  • Experience guiding senior leaders on enterprise-wide information technology projects.
  • Experience overseeing information technology investments to meet future needs.
  • Experience providing analysis and advice to Congress on budget requests.

  • Experience responding to congressional requests about agency operations.
  • Experience leading negotiations with union leadership.
