About the position

The Chief Business Technology Officer (CBTO) serves as the executive leader for Minnesota IT Services (MNIT), overseeing all IT applications, functions, and services delivered to the Minnesota Department of Agriculture (MDA), the Department of Labor and Industry (DLI), and the Board of Animal Health (BAH). This role is pivotal in establishing and driving the planning, operations, and culture of MNIT, ensuring alignment with agency-specific business needs and strategic priorities. The CBTO is responsible for fostering an inclusive work environment and leading a team of approximately 40 staff members, while also supporting innovation and service transformation through technology solutions and organizational management practices.

Responsibilities

  • Establish and drive the planning, operations, and culture for Minnesota IT Services (MNIT).
  • Oversee all IT applications, functions, and services delivered to MDA, DLI, and BAH.
  • Create an inclusive work environment and support disciplined IT practices.
  • Lead and manage a team of MNIT and contract staff.
  • Support innovation and service transformation by applying technology solutions.
  • Provide information to senior leadership teams to support IT investment and cost management decisions.
  • Build relationships and collaborate with senior leaders to create sustainable IT and business strategies.

Requirements

  • Minimum of eight (8) years of professional experience in a business or IT leadership role.
  • Four (4) years of supervisory experience overseeing staff.
  • Experience in customer relationship management and development of business and IT strategy.
  • Leadership of IT projects, operations, or financial planning.

Nice-to-haves

  • Advanced degree in Information Technology, Business Management, or related field.
  • Knowledge and experience in leadership, management, stakeholder engagement, and customer service.
  • Experience in directing complex projects and leading IT teams in agile methodologies.
  • Advanced communication and interpersonal skills for effective stakeholder engagement.
  • Ability to analyze data and recommend improvements for agency technology investments.
  • Experience in public sector IT planning, development, and procurement.
