About the position

The Chief Financial Officer (CFO) at the Fort Berthold Housing Authority (FBHA) is responsible for overseeing all financial operations of the agency, which serves the Three Affiliated Tribes on the Fort Berthold Indian Reservation. This role involves managing a significant budget, ensuring accurate bookkeeping, and providing financial transparency through effective policies and controls. The CFO will work closely with the Executive Director to administer financial activities, including payroll and accounts management, while also supervising a small finance team.

Responsibilities

• Oversee all day-to-day duties of the finance office.
• Assist the Executive Director in financial administration, including payroll and accounts payable/receivable.
• Ensure accurate and thorough bookkeeping.
• Create transparency through appropriate finance policies and internal/external controls.
• Review and approve preparation and finalization of monthly and annual financial reporting.
• Oversee budgeting, financial forecasting, and cash flow for administration and programs.
• Manage a staff of 4, including Accounts Payable, Accounts Receivable, Payroll, and Finance Assistant.
• Coordinate all audit activities.

Requirements

• Proven experience in financial management and accounting.
• Strong knowledge of budgeting and financial forecasting.
• Experience with financial reporting and compliance.
• Ability to create and implement financial policies and controls.
• Excellent leadership and team management skills.
• Strong analytical and problem-solving abilities.

Nice-to-haves

• Experience working with governmental agencies or non-profits.
• Familiarity with HUD and USDA funding processes.
• Knowledge of Native American financial regulations.
