About the position

The Chief Financial Officer (CFO) at the Department of Veterans Affairs is responsible for directing the management of financial resources within the VA. This role involves providing strategic financial advice to top management, overseeing budgetary and accounting management, and ensuring compliance with financial regulations. The CFO plays a critical role in advising executive leadership on financial matters, developing financial plans, and managing the financial operations of the healthcare system.

Responsibilities

  • Direct the management of financial resources for the VA.
  • Provide financial advice and assistance to top management and secondary levels of management.
  • Evaluate financial policies, plans, and programs to ensure effective communication and decision-making.
  • Supervise all direct reports and manage their performance and training needs.
  • Consult with management on major program activities and objectives to optimize resource management.
  • Participate in senior advisory and executive boards, contributing financial expertise.
  • Plan, review, and analyze operational programs including supplies and services.
  • Ensure consistency in the interpretation and application of financial management regulations.

Requirements

  • U.S. Citizenship is required.
  • Degree in accounting or a related field with 24 semester hours in accounting.
  • At least 4 years of experience in accounting or a combination of education and experience that provides professional accounting knowledge.
  • Specialized experience equivalent to GS-13 level in Federal service, including expert knowledge of accounting principles and managerial oversight of fiscal activities.

Nice-to-haves

  • Certification as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).
  • Experience in developing long-range financial plans and evaluating financial management efforts.
