About the position
The Chief of Development is responsible, from T0 to VGR, for the proper execution of an end-to-end technical development (up to validation & certification) in accordance with the project strategy (as defined by the Project Engineering Director/ Project Manager) fulfilling both contractual technical requirements and defined engineering & project QCD objectives, and leveraging existing Alstom platforms. The Chief of Development notably takes care to design and implement a technical definition which fully meets Project QCD commitments. Functionally reporting to the Project Manager, he/she will manage cross-functionally project technical activities and stakeholders at train and Sub-S levels. He/she will endorse design authority and related decisions or trade-offs.
Responsibilities
- Act as main technical focal point for the customer
- Implement contracts and project requirements
- Be responsible for Train level Performance & Architecture WP QCD
- Report on project technical execution and the impact of technical decisions on full Project QCD
- Escalate project technical level issues and decisions and take key project decisions
- Set and allocate technical and QCD objectives leveraging existing Alstom platforms
- Coordinate and monitor cross-functional objectives, activities and deliverables, Development Planning and Configuration Management
- Perform key cross-functional or technical decisions and trade-offs
- Represent the design authority and ensure product liability and compliance with Alstom standards
- Report on project technical and QCD status to Project Engineering Director / Project Manager
- Interact with sites and métiers to secure efficient and compliant project delivery
Requirements
- Extensive technical and Rolling Stock platforms knowledge and project/company background
- Balanced skills between general management, technical management and project management
- Strong leadership and ability to federate teams on technical orientations to reach QCD targets
- Demonstrated capacity to lead cross-functional activities and numerous/various stakeholders
- Ability for analysis, problem-solving and efficient decision-making in complex environment
- Ability to work across sites in a multi-cultural environment
