About the position

The Chief of Staff (COS) for the Department of Citywide Administrative Services (DCAS) plays a pivotal role in advancing the Deputy Commissioner's priorities and ensuring effective management of the office. This position involves providing strategic guidance, managing high-priority projects, and facilitating communication within the agency and with external stakeholders. The COS will also contribute to the development of financial standards and procedures, support HR needs, and ensure timely responses to City Council deadlines.

Responsibilities

  • Contribute to the development and implementation of financial standards and procedures for FBM and DCAS.
  • Strengthen FBM's internal procedures and processes under the Deputy Commissioner's guidance.
  • Provide troubleshooting assistance to the Deputy Commissioner on various issues.
  • Support the delivery of high-priority special projects at the request of the Deputy Commissioner.
  • Ensure high-quality communication among agency staff and coordinate intra-agency meetings.
  • Work with the HR business partner to advance FBM's HR needs.
  • Serve as the Liaison to the DCAS communications and external affairs teams, coordinating responses to external inquiries.
  • Ensure FBM's timely response in meeting City Council deadlines on DCAS Terms & Conditions budget reports.
  • Develop and implement protocols for briefing the Deputy Commissioner for internal and external meetings.
  • Prepare the Deputy Commissioner's briefing documents for external hearings in coordination with the Assistant Commissioner.
  • Serve as FBM's PMMR/MMR liaison, ensuring timely updates with the Assistant Commissioner and Directors.
  • Perform various high-level specialized managerial/executive functions at the Deputy Commissioner's request.

Requirements

  • No formal education or experience requirements for this title.
  • Previous experience in a Chief of Staff or Deputy Chief of Staff role is preferred.
  • Knowledge of NYC budget and finance procedures is preferred.
  • Excellent organizational and time management skills are required.
  • Ability to analyze complex problems and logically identify solutions is necessary.
  • Experience in preparing executive-level correspondence and reports is preferred.
  • Ability to prepare and give presentations on agency activities, functions, and issues is required.
  • Strong communication skills, both orally and in writing, are essential.
  • Experience in collecting, compiling, analyzing, and interpreting statistical data is preferred.
  • Ability to establish and maintain effective working relationships is necessary.
  • Proficiency in Microsoft PowerPoint, Word, and Excel is required.

  • Experience in public service or government roles.
  • Familiarity with loan forgiveness programs and state repayment assistance programs.
