About the position

The Chief Technology Officer (CTO) plays a pivotal role in overseeing and supervising all technology operations within the district. This position is responsible for ensuring that the technology infrastructure supports the educational goals and operational needs of the district. The CTO will lead the design, development, and maintenance of systems, programs, and networks, ensuring that they meet the management information needs of the district. This includes managing both Wide Area Networks (WAN) and Local Area Networks (LAN), as well as systems software that is critical for the district's operations. In addition to technical oversight, the CTO will maintain effective communication with district staff, providing planning consultation and advisory services for the implementation and maintenance of technology and information systems. The role requires selecting, developing, and evaluating qualified staff to ensure that the department functions effectively and that there is continuity in managerial and specialized skills. The CTO will coordinate and supervise all technology and information systems functions throughout the district, reviewing requests for proposed information systems and recommending appropriate actions. The CTO is also tasked with developing and maintaining a cost-effective purchasing plan for hardware and software distribution across the district. This includes administering programs for on-site installation, service, and repair of all district computers and peripherals. The CTO will prepare reports and maintain records as required by the district or external agencies, and will develop a system to prioritize the use of technology and information systems resources across the district. Furthermore, the CTO will report progress on development projects and resource utilization to the Deputy Superintendent of Operations, Finance, Administrative Services, and Technology, ensuring that all technology initiatives align with the district's strategic goals.

Responsibilities

  • Directs input into the E-rate Grant and any other Grants available.
  • Directs the design, development and maintenance for systems, programs, WAN and LAN networks and systems software to meet the management information needs of the district.
  • Maintains effective communication with and provides planning consultation and advisory services to district staff for the implementation and maintenance of effective technology and information systems.
  • Selects, develops, and evaluates qualified staff to effectively perform department functions and provides for the continuity of managerial and specialized skills.
  • Coordinates and supervises all technology and information systems functions throughout the district; reviews requests for proposed information systems and recommends appropriate action.
  • Develops and maintains a cost-effective purchasing plan for hardware and software distribution on a district-wide level.
  • Administers the program to provide on-site installation, service and repair of all district computers and peripherals.
  • Prepares reports and maintains records required by the district or external agencies.
  • Develops and maintains a system to determine and implement district wide priorities for the use of Technology and Information Systems' resources; develops appropriate management review and user community committees.
  • Reports progress on development projects, resource utilization and production performance to the Deputy Superintendent of Operations, Finance, Administrative Services and Technology.
  • Establishes and monitors policies, standards, practices, and security measures to assure the integrity and reliability of the district's computerized information and communications systems.
  • Provides long range planning and direction for district technology and information system services, including the development of strategic planning documents.
  • Participates in ongoing professional development activities to stay abreast of advancements in the field.
  • Directs the continual upgrading of the Information System staff, equipment and procedures to maintain pace with technological progress, economic change, and district needs.
  • Prepares and administers an annual budget and establish controls to stay within the specified limits of that budget.
  • Assumes all responsibilities related to data administration and programmers.
  • Assumes the responsibilities in the support of all Campus Instructional Technologists.
  • Provides technology support for all campus librarians to include software management and training, and development of library budgets for the acquisition of software and/or hardware.
  • Serves as a member of the Superintendent's Cabinet and assists with the responsibilities of district planning and management.
  • Upholds and adheres to safety rules and policies of the SISD safety program.
  • Supports the goals and objectives of the school district and follows all district policies.
  • Demonstrates the ability to attend work on a regular and routine basis to avoid disruption to district operations.
  • Demonstrates a high level of independent, ethical, and professional conduct. Performs any other duties as assigned by the appropriate supervisor.
  • Provides optimal customer service to all students, employees, parents, community members and any other stakeholders of the district.

Requirements

  • Master's Degree in Computer Science or Technology Applications (preferred)
  • Superintendent's Certificate (preferred)
  • Valid Driver's License
  • Five years' experience in technology applications
  • Administrative experience in managing multiple departments which support large data networks preferably in an educational environment
  • Experience in Computer Systems Analysis in support of Payroll/Personnel, Financial Accounting, Inventory and Student Accounting, PEIMS and attendance, Tax Office Accounting, or similar systems
  • Experience working with computer network servers
  • Experience working with E-Rate applications
  • Experience supervising non-certified staff and/or computer technicians
  • Prior experience as a department head for Technology-related programs (preferred)
