Work requires the use of independent judgment working from broad institutional and department policies and general objectives. Characteristic Duties and Responsibilities Supervises television engineering, production, and operations staff at WMVS and WMVT, as well as the Production Manager and Production Scheduler. This includes compiling/distributing weekly work assignments and vacation schedules; pay authorization and leave usage; personnel and budgetary requirements; reviews, revises and documents established procedures and develops new operational systems as needed; investigates and provides recommendations for the solution of engineering and operations systems problems. Creates and manages the station's capital budget. Gathers information and recommendations from the engineering teams and other stakeholders, obtains quotes, and writes proposals and bid specification documents for the purchase of television equipment. Supervises engineering systems design and broadcast equipment evaluations. Tracks purchases and approves invoices. Creates and manages the engineering operations budget. Maintains support contracts for all critical systems, and purchases supplies and other required equipment for technical operations. Manages and acts as liaison to MATC Construction Services' department for remodeling projects and improvements to the station's technical facilities. Enforces and manages FCC rules and regulations relevant to transmission engineering and Emergency Alert System (EAS). Acts as FCC Chief Operator; maintains continuance of station licenses; renews required licenses; maintains contacts with regulatory agencies; and provides guidance on required technical and regulatory procedures. Assists in preparation and filing of required FCC/CPB/PBS reports. Directs engineers, technicians, and other staff in the maintenance and installation of MPBS equipment and technical systems. Provides leadership, supervision, guidance, and evaluation of technical and operational staff. Oversees scheduling of station facilities for both internal and external clients. Manages C-Band and Ku-Band television satellite uplink transmission facilities. Collaborates with station administration to develop current and future television broadcast and ATSC 3.0 transmission strategies. Remains current in television broadcast and satellite engineering transmission technologies and new digital technologies and platforms. Attends national and local technical, operational, and engineering conferences. Coordinates and collaborates with Television and Video Production and eProduction programs for equipment purchases and technical advice. Acts as liaison to satellite and cable providers including Spectrum Cable, Dish Network, DirecTV, AT&T U-Verse, etc. to resolve local engineering issues. Maintains current knowledge of VHF/UHF television reception. Assists station viewers with reception issues; supports public education of technical changes to local broadcasting and digital technology advances at the station and in the market. Qualifications Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures. Required Education : Bachelor's degree with an emphasis in Television Broadcasting and/or Engineering or related field. Preferred Education : Master's degree in related field. Required Experience : With Bachelors : Five (5) years of experience. With Masters : Three (3) years of experience. Related experience includes: Occupational supervisory experience in administration at a major market television station. Required License/Certification : FCC General Radiotelephone License or SBE Certification. Knowledge, Skills & Abilities: Knowledge of broadcast television transmission, IT and systems design. Knowledge of FCC broadcast engineering rules and regulations. Knowledge of C-Band and Ku-Band satellite uplink engineering. Knowledge of TV broadcast operations and business practices. Knowledge of TV engineering studio, construction, and maintenance. Knowledge of TV productions methodologies and equipment. Skilled engineering supervision experience at a television station. Ability to translate highly technical television engineering information for non-engineers. Ability to utilize specialized RF electronic test equipment for TV and satellite transmission. Ability to work accurately, problem solve engineering related issues, and plan for current and future engineering changes and objectives. Ability to work effectively with individuals from diverse educational and socio-economic backgrounds. Ability to work independently on multiple projects, prioritize required tasks, meet deadlines, and coordinate activities to achieve project goals and objectives. Ability to communicate effectively through both oral and written means. Ability to establish and maintain effective working relationships with other employees, representatives from the media, outside governmental and community agencies, and the general public. Ability to research and analyze data, methods, issues and/or strategies and strategies recommendations for the formulation of policies and procedures. Ability to understand, interpret and explain policies, procedures and written and oral instructions to administration, faculty, staff, students and the general public . Supplemental Information Start Date: This position reports to the Vice President/General Manager of MPBS and is available immediately. Hours: This position is a 1.0 FTE or 40 hours per work week. Hours are Monday through Friday from 8am - 4:30pm. Salary : Salary is listed to the midpoint of the salary range and is based on the 2023/2024 rates and are determined by years of experience credit and internal salary equity.
