About the position

The State of Nebraska, Department of Health and Human Services, through the Division of Child and Family Services, is seeking a Child Support Enforcement Worker in the Norfolk or Fremont area. This position operates under general supervision and is responsible for reviewing applications and establishing both paper and computer case records. The Child Support Enforcement Worker plays a crucial role in establishing and enforcing paternity and court orders for child support and medical support through legal and administrative processes. This includes obtaining financial information from involved parties to calculate child support guidelines, drafting legal documents under the direction of an attorney, and performing related work as required. The overarching goal of this role is to ensure that child support obligations are met and that the welfare of children is prioritized. In this position, the Child Support Enforcement Worker will manage an assigned caseload, demonstrating critical thinking skills necessary for independent task completion. The role requires the ability to analyze various case situations to determine the appropriate establishment, enforcement, and intergovernmental actions. Effective communication is essential, as the worker will interact with customers who may be reluctant to establish or pay support orders. A tactful and empathetic personality is crucial, especially when dealing with stressful or difficult situations. The worker will also communicate with various agencies, including federal and state partners, attorneys, and clerks of the court, to achieve the goals of the child support program. The position demands the ability to multitask in a busy work environment while maintaining confidentiality, accuracy, and efficiency. A positive attitude and the ability to perform consistently at a high level in a fast-paced environment are essential. The Child Support Enforcement Worker must be reliable, with predictable attendance, and be prepared to handle sensitive matters involving child support and paternity issues. This role is vital in ensuring that children receive the support they need and that legal processes are followed accurately and efficiently.

Responsibilities

  • Manage an assigned child support caseload.
  • Review applications and establish paper and computer case records.
  • Establish and enforce paternity and court orders for child support and medical support.
  • Obtain financial information from parties to calculate child support guidelines.
  • Draft legal documents under the direction of an attorney.
  • Interview noncustodial parents delinquent in child support and explain legal remedies for collection.
  • Negotiate and enter into agreements with noncustodial parents for additional payments to purge delinquencies.
  • File legal documents with the appropriate Clerk of the District Court and monitor case progression.
  • Schedule genetic testing to establish paternity and witness the procedure for legal documentation.
  • Research and verify noncustodial parent information for other states as needed.
  • Monitor payments and initiate administrative enforcement actions.

Requirements

  • Two years of work experience in a health and/or human services field or 24 semester hours of post high school education in behavioral sciences, public/business administration, social sciences, or a closely related field.
  • Experience with computer software programs.

Nice-to-haves

  • One or more year experience working in the child support program.
  • One or more year experience using CHARTS system.
  • One or more year experience using N-FOCUS system.
  • One or more year experience analyzing, interpreting and applying regulations for decision making.
  • Bilingual preferred.
