About the position

The City of Portland is seeking a Benefits & Compensation Manager to oversee and enhance the city's compensation structure and benefits programs. This strategic role is essential for ensuring competitiveness and sustainability in attracting and retaining talent while fostering an engaged workforce. The manager will lead the development, implementation, and evaluation of compensation and benefits initiatives, serving as a resource for HR professionals, departments, and employees.

Responsibilities

  • Overseeing and supporting compensation studies, including wages and benefits.
  • Analyzing the results of compensation studies and making recommendations to the Director of Human Resources.
  • Creating and implementing best practices, policies, and guidelines surrounding compensation and bonuses.
  • Monitoring the effectiveness of existing compensation practices and recommending cost-effective changes.
  • Ensuring compliance with all compensation-related federal, state, and local laws.
  • Overseeing non-union job descriptions, job analyses, and classifications.
  • Conducting studies of fringe benefits and analyzing the results to make recommendations.
  • Overseeing City benefit vendors to ensure compliance and effectiveness.
  • Ensuring compliance with state and federal laws and regulations regarding benefits.
  • Evaluating the total benefits package against best practices and making recommendations for changes.
  • Managing the City's wellness program and incentives.
  • Supervising a Benefits Specialist and other assigned employees.

Requirements

  • Graduation from a four-year college or university with specialization in public administration, business, labor relations, or human resource management.
  • Responsible work experience in personnel or labor relations, preferably in the public sector.
  • Strong understanding of public sector benefits and compensation principles.
  • Strong understanding of finance and budgeting, with the ability to manage a $25+ million budget.
  • Thorough knowledge of laws governing compensation and fringe benefits programs.
  • Knowledge of best practices in employee benefits and compensation program management.
  • Excellent verbal and written communication skills.
  • Strong analytical skills and ability to interpret and communicate data.
  • Strong leadership and team management skills.

  • Experience in collective bargaining processes.
  • Familiarity with technology to simplify and streamline HR processes.
