About the position

The City Director of Finance is responsible for overseeing the financial activities of the City of Washington, PA. This role involves planning, organizing, and directing the disbursement and accounting of municipal funds, as well as supervising the budget, purchasing, accounting, revenue collections, and payroll operations. The Director must exercise independent judgment and initiative in managing the fiscal control system, ensuring compliance with municipal finance procedures and local ordinances.

Responsibilities

• Plans, organizes, and supervises the operations of the Finance Department and the City Treasurer's office.
• Serves as a member of the team in the preparation of the general operating and capital improvements budgets.
• Manages receipt and investment of City revenues.
• Oversees and participates in risk management functions.
• Oversees human resources functions including employee onboarding and benefits management.
• Reviews and monitors ongoing administration of the budget, revenues, and expenditures.
• Assists auditors during the annual audit of City financial records and follows up on findings.
• Maintains a general accounting system for the City and oversees maintenance of financial records for each department.
• Submits periodic statements of the financial condition of the City to the City Administrator and City Council.
• Performs fiscal analysis, trend analysis, revenue forecasting, and financial reporting.

Requirements

• Graduation from a four-year college or university with a degree in accounting or business, preferably supplemented with a degree in business or public administration.
• Experience in public finance administration including some supervisory experience.
• Knowledge of PA General Statutes and local ordinances governing municipal financial practices.
• Ability to evaluate complex financial systems and formulate accounting methods.

Nice-to-haves

• Knowledge of the principles and practices of automated systems in a municipal environment.
• Experience in designing and preparing analytical financial statements.
