The Civil Rights Coordinator (CRC) serves as the chief staff officer to the Director of Transportation, responsible for overseeing and administering a comprehensive Civil Rights program across the department. This role involves advising the Director on departmental positions regarding civil rights and representing the Director in various civil rights matters. The CRC is tasked with setting the overall direction, priorities, goals, policies, and plans for the civil rights program, as well as acquiring and managing necessary resources and personnel. Establishing effective interpersonal relationships with internal and external government personnel, private sector representatives, and the general public is crucial for success in this position. In addition to program management, the CRC supervises a team of civil rights specialists who are engaged in program development, evaluation, consultation, and compliance work in major civil rights program areas. The CRC acts as the departmental liaison and authority on civil rights program matters, advocating for and fostering civil rights principles in alignment with legislative intent. This position requires a deep understanding of civil rights laws, rules, and regulations, as well as the ability to analyze and resolve complex civil rights issues effectively. The CRC must also possess strong communication skills, both oral and written, to provide expert advice to the Department of Transportation (DOT) management and other civil rights personnel. The role involves formulating policies and procedures, establishing priorities, and maintaining effective working relationships with subordinates and other stakeholders. The CRC is expected to exercise judgment, confidentiality, discretion, and creativity while negotiating and mediating differences to reconcile conflicting opinions or beliefs. Additionally, the CRC will be responsible for planning, directing, coordinating, and evaluating the work of subordinates, ensuring that the civil rights compliance program is effective and aligned with departmental goals.
