About the position

The Integrated Stockpile Evaluation (ISE) group is seeking an enthusiastic leader to be the manager of the ISE Planning, Information, and Data Systems Department 2257. In this role, you lead a department of talented engineers and technologists that support the data systems, data analysis, networks, and overall planning of surveillance activities for all stockpile weapon systems. The department requires diverse representation from software development, computing and networking, database management, and systems engineering. The department leads the development and lifecycle management of ISE's high quality data systems, perform data analysis such as quantification of margins and uncertainties (QMU), conceive and pursue novel data analysis approaches via LDRDs, the Aging & Lifetimes program, or otherwise, and aid the broader ISE community in planning the ISE Program deliverables and milestones. A key focus for the role going forward will be the continuing development of data analysis (approaches and deployment) to serve the stockpile community. The 2257 department manager is expected to work closely with the ISE 2250 Senior Manager and department managers, the Stockpile Systems management teams of 2210, 2220 and 8280, our Center 2200 Business Operation department (10627), our NNSA customers, as well as to engage the SNL AI4ND team and co-lead the AI4ND Community of Practice. The role is cross-cutting in nature and represents an opportunity for visibility and exposure across all weapons programs.

Responsibilities

  • Lead and mentor a high performing R&D team of multidisciplinary engineering and technologist staff as they execute a variety of complex collaborative projects.
  • Engage directly with management and staff, typically outside of the Center, in the execution of data analysis to support Annual Assessment activities, software development, and maintenance of critical ISE data systems.
  • Identify and develop impactful data analysis ventures that will elevate our knowledge of the state of the stockpile.
  • Partner with external sites (KCNSC, PX, SRS, LANL, LLNL) to expedite and ease the flow of surveillance data to ISE for analysis.
  • Represent SNL externally and support stockpile evaluation governance by way of the Integrated Weapon Evaluation Team (IWET) and Stockpile Integrated Requirements Working Group (SIRWG) planning venues.
  • Work closely with internal and external clients, stakeholders, and partners. Develop and nurture strong trusted relationships with colleagues across the Nuclear Security Enterprise.
  • Manage ISE's classified workstation (CWS) and classified administrative specialist (CAS).

Requirements

  • A Bachelor's degree in a relevant discipline and eight (8) years of directly related relevant experience, or an equivalent combination of directly relevant education and experience.
  • Active DOE Q or DOD TS security clearance.

  • Demonstrated ability to deliver results and effectively lead/guide multidisciplinary teams engaged in R&D engineering work.
  • Demonstrated ability to build strong, trust-based teaming relationships with internal peers, external clients, and stakeholders.
  • Familiarity with nuclear weapon systems and subsystems.
  • Practical knowledge and understanding of the DOE/NNSA program management processes and policies.
  • Experience with leading, architecting, or maintaining computer network systems.
  • Experience with software development and Agile processes.
  • Experience with data analysis methods such as Quantification of Margins and Uncertainties.
