About the position

The purpose of this classification is to manage the staff and operations of an assigned division; incumbents are assigned to oversee one of three divisions: Residential Property, Commercial, or Personal Property. This role involves managing, directing, and evaluating assigned staff, developing and overseeing employee work schedules, compiling and reviewing timesheets, and addressing employee concerns. The position also includes organizing and prioritizing work, managing data collection impacting property valuation, and overseeing the review and validation of sales and statistical data. Additionally, the role involves managing the appeals process for various legal entities and assisting property owners and the public with tax-related matters. The incumbent will also assist in budget development and implementation for the assigned area.

Responsibilities

  • Manages, directs, and evaluates assigned staff.
  • Develops and oversees employee work schedules to ensure adequate coverage.
  • Compiles and reviews timesheets.
  • Approves/processes employee concerns and problems.
  • Completes employee performance appraisals.
  • Acts as a liaison between employees and department directors.
  • Trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work activities.
  • Ensures subordinates have the proper resources to complete assigned work.
  • Monitors status of work in progress and inspects completed work.
  • Consults with assigned staff to assist with complex/problem situations.
  • Provides progress and activity reports to management.
  • Assists with the revision of procedure manuals.
  • Manages the collection of data impacting property valuation.
  • Ensures verification of physical and financial conditions impacting sale price.
  • Manages the review and validation of sales and statistical data.
  • Researches, monitors, and adjusts sales ratio utilizing established standards.
  • Performs computations and statistical analyses to calibrate market behavior models.
  • Manages appeals process for the Board of Equalization and other legal entities.
  • Ensures taxpayer appeals are resolved promptly and equitably.
  • Gathers and evaluates information regarding appeals.
  • Provides testimony as needed and conducts research.
  • Manages the application of techniques for appraisal and audit of tangible personal property.
  • Provides training and guidance for valuation approaches.
  • Assists property owners and the public with tax-related matters.
  • Assists in the development and implementation of budget for assigned area.
  • Monitors expenditures for compliance with approved budget.
  • Performs other related duties as assigned.

Requirements

  • Bachelor's Degree in Accounting, Finance, Public Administration, or related field required.
  • Five years of experience in assessing and appraising property, including lead or supervisory experience.
  • Valid Driver's License.
  • Appraiser IV certification or equivalent.
