About the position

The Department of Metropolitan Development works to shape the city's identity by strengthening people and places, building upon our history, and fostering visionary development. This position is responsible for working with grant teams and management to ensure compliance requirements associated with U.S. Department of Housing and Urban Development and U.S. Treasury programs are met. Programs include Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Continuum of Care (CoC), COVID Relief funds (CDBG CV I&III, ESG CV I&II, HOPWA CV), HOME American Rescue Funds and Treasury American Rescue Funds.

Responsibilities

  • Performs the Section 106 portion of the environmental review processes for federally funded projects in accordance with Section 106 of the National Historic Preservation Act of 1966 (NHPA) and 36 Code of Federal Regulations Part 800.
  • Implements code of federal regulations regarding environmental reviews/assessments, public notice, and other grant funded projects.
  • Ensures compliance with Davis-Bacon Act and uses appropriate reporting software, currently using LCP Tracker.
  • Ensures compliance with Section 3 regulations for the City and partner organizations.
  • Performs monitoring along with grant teams to ensure all compliance with federal and local requirements and regulations.
  • Provides input on City policies and procedures related to areas of compliance responsibilities.
  • Participates in training sessions/webinars for partner organizations who receive grant awards from the City of Indianapolis.
  • Reviews all projects/agreements receiving federal funds for compliance requirements.
  • Completes all paperwork necessary to document environmental findings.
  • Prepares compliance reports for managers review prior to submission.
  • Assists with property inspections and on-site reviews.
  • Communicates with the U.S. Department of Housing and Urban Development, citizens and City agencies when necessary.

Requirements

  • Bachelor's degree from an accredited college or university.
  • At least two (2) years of work experience in historic preservation.
  • Knowledge of the Secretary of the Interiors Standards, Section 106 of the Historic Preservation Act and regulations to implement Section 106.
  • Ability to pay attention to detail.
  • Excellent speaking, writing, and listening skills.
  • Ability to manage several projects simultaneously.
  • Must be able to attend meetings or perform work outside of the office.
  • Computer literacy.

Nice-to-haves

  • Master's degree in Historic preservation or related field.
