About the position

The principal function of this position is to manage the planning, design and construction of assigned projects related to City buildings and facilities. The work is performed under the supervision and direction of the Director of Public Works Administration, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City personnel, service and construction contractors, consultants, elected officials, and the general public. The principal duties of this class are performed in a general office environment and in the field. This role is critical in overseeing and managing facility development projects from inception to completion, ensuring they meet quality standards, are delivered on time, and align with budgetary constraints. This position will also supervise Facilities Project Managers, providing guidance and support in project execution.

Responsibilities

  • Lead and manage multiple facilities development projects, including planning, design, and construction phases.
  • Supervise and mentor Facilities Project Managers, ensuring effective project management and team collaboration.
  • Collaborate with stakeholders to define project scope, objectives, and deliverables.
  • Develop and manage project budgets, schedules, and work plans, and ensure adherence to all regulatory requirements and industry standards.
  • Serve as the Owner's Representative, effectively communicating the City's needs and expectations to contractors, consultants, and other involved parties.
  • Conduct regular project meetings to monitor progress, address challenges, and facilitate problem-solving.
  • Ensure quality control throughout all phases of projects; review design documents and construction processes to ensure compliance with contractual obligations and City standards.
  • Prepare and present regular reports to the Director of Public Works Administration and other relevant stakeholders, highlighting project status, risks, and mitigation strategies.
  • Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.

Requirements

  • High School Graduate or General Education Degree (GED).
  • Minimum 10 years' experience in Construction Management, related project management with Public Sector experience preferred, OR Bachelor's Degree in Construction Management, Facilities Management, or closely related field with minimum 5 years' experience in Construction Management, related project management with Public Sector experience preferred.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Valid State of Idaho Driver's License.
  • Strong understanding of current building codes, regulations, and industry best practices.
  • Proven experience in budget management, project scheduling, and team leadership.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency with project management software and tools.
