About the position

The CONTRACT MANAGER SPECIALIST (Senior) position is part of the Economic Self Sufficiency Program within the Department of Children and Families. This role is highly responsible for composing, coordinating, managing, executing, tracking, and monitoring contractual agreements. The incumbent will provide contract support and direct a consultative program to ensure federal and state funds are accurately and effectively used and controlled. The position requires independent judgment in developing procurement and contractual agreements, impacting the program office and providing procurement support to strategic partners. The selected candidate will work full-time at the office location in Tallahassee, FL, and may be required to travel for disaster response duties.

Responsibilities

  • Manage assigned contracts and agreements, including oversight and enforcement of contractual terms and conditions.
  • Collaborate with contract and grant managers to provide consultation, direction, technical and administrative assistance.
  • Interpret policies and procedures, researching and compiling information necessary for developing agreements and documents.
  • Review required contract-related documents for accuracy and completeness.
  • Review, approve, and process invoices for payment processing ensuring compliance with agreement requirements.
  • Perform financial reconciliations against payments made to validate accuracy against contract/agreement requirements.
  • Prepare, analyze, and update programmatic and financial reports on projects, potential problems, and concerns.
  • Track agreements through the review and approval process, interacting with other Department offices.
  • Conduct site visits at least once annually for each assigned contract to ensure service delivery.
  • Facilitate meetings to coordinate with impacted stakeholders to gather requirements and develop scopes of work.
  • Participate in meetings on procurements and contract negotiations.
  • Administer the contract monitoring reports and determine the need for corrective actions based on monitoring findings.

Requirements

  • A current Florida Certified Contract Manager Certification (FCCM).
  • At least two years of contract management experience with any State of Florida Government Agency.
  • A bachelor’s degree from an accredited college or university or four (4) years of equivalent work experience.

Nice-to-haves

  • Working knowledge and experience using MyFloridaMarketPlace (MFMP) applications.
  • Working knowledge and experience using Microsoft applications (Excel, Word, PowerPoint).
  • Formal and informal procurement experience with any State of Florida Government Agency.
  • A current Florida Certified Contract Negotiator Certification (FCCN).
