About the position

The Coordinator of Human Resources - Employee Benefits plays a crucial role in managing and coordinating the employee benefits programs for the district. This position is responsible for assisting employees with their benefits, maintaining accurate databases, managing payroll deductions, and overseeing all insurance billings while ensuring that employee files are up-to-date and compliant with relevant regulations. The coordinator will work closely with the Director of Human Resources/Employee Benefits and Risk Management to ensure that all aspects of employee benefits are effectively managed and communicated to staff. In this role, the coordinator will perform various bookkeeping and secretarial tasks related to employee benefits, including typing correspondence, filing, and preparing letters of insurance verification. The coordinator will also act as the acting supervisor in the absence of the Director, ensuring continuity of operations. A significant part of the job involves coordinating the Employee Benefits Committee, preparing necessary materials, and greeting visitors courteously while maintaining confidentiality regarding sensitive employee issues. The coordinator will serve as a liaison between employees, the district, and all vendors related to employee benefits, assisting with enrollment and resolving any issues that arise. Additionally, the coordinator will assist in the preparation for the annual open enrollment, including guiding employees through the enrollment process and preparing necessary materials. The role also involves developing and promoting health promotion programs, managing the Cafeteria Plan, and coordinating new hire orientations to ensure that all new employees are informed about their benefits. The position requires a strong understanding of employee benefits, including health care plans, pension plans, and various insurance options. The coordinator will be responsible for entering payroll deductions accurately, reconciling monthly statements, and collaborating with the Financial Services Division to ensure the accuracy of payroll deductions and district contributions. The coordinator will also assist with COBRA documentation and maintain records related to employee benefits, ensuring compliance with federal and state laws.

Responsibilities

  • Perform bookkeeping tasks or secretarial duties associated with employee benefits including typing correspondence, filing, and preparing letters of insurance verification.
  • Act as the acting supervisor in the absence of the Director of Human Resources/Employee Benefits and Risk Management.
  • Coordinate the Employee Benefits Committee and prepare and distribute materials as needed.
  • Greet visitors courteously, determine needs, and assist when necessary while maintaining confidentiality of issues.
  • Act as a liaison between the employee, the district, and all vendors relating to Employee Benefits, assisting employees with enrollment and issues regarding all benefit plans.
  • Assist the director in preparation for the annual open enrollment, including assisting employees with enrollment and preparation of enrollment guides.
  • Assist the director in the development, implementation, and promotion of health promotions programs and activities.
  • Assist the director in the development of budget, policies, and procedures relevant to the operation of health promotion programs.
  • Coordinate health promotion activities for the District Service Center.
  • Coordinate all aspects of the Cafeteria Plan including enrollment, deletions, and payroll deduction management.
  • Coordinate the new hire orientation, including maintaining PowerPoint presentations and explaining benefits to new hires.
  • Enter employee benefit payroll deductions in a timely and accurate manner.
  • Balance and reconcile monthly statements with eligibility files regarding benefit plans as necessary.
  • Collaborate with the Financial Services Division to identify variances in accounts assigned for benefits.
  • Prepare and reconcile vendor premium statements for benefit liabilities and submit statements to accounting for payment.
  • Serve as a liaison and collaborate with the Department of Technology Services in report analysis and problem resolution.
  • Collect data and assist in the preparation of any SISD request for proposals relating to employee benefits.
  • Assist with COBRA documentation for resigning and retiring employees and maintain records on COBRA premiums.
  • Process all court orders received from the Attorney General relating to medical insurance.
  • Maintain loss of eligibility records of "over age" dependents and notify employees as necessary.
  • Develop, coordinate, and conduct benefits presentations at campus/departments as requested.
  • Prepare 403B/457 annuity transactions and reconcile and audit files as needed.
  • Prepare death claims and work closely with beneficiaries and vendors.
  • Uphold and adhere to safety rules and policies of the SISD safety program.
  • Support the district's social media efforts that highlight the hard work of students and staff.
  • Support the goals and objectives of the school district and follow all district policies.
  • Demonstrate the ability to attend work on a regular and routine basis to avoid disruption to district operations.
  • Demonstrate a high level of independent, ethical, and professional conduct.
  • Perform any other duties as assigned by the appropriate supervisor.
  • Provide optimal customer service to all students, employees, parents, community members, and any other stakeholders of the district.

Requirements

  • High School Diploma required.
  • Valid Texas Driver's License.
  • Bachelor's degree in Human Resources or relevant field and two (2) years' experience in relevant field; or Six (6) years' experience in relevant field.
  • Effective clerical and communication skills, both oral and written.
  • Experience with Microsoft Word, Excel, Microsoft Access, and other database programs.
  • Knowledge in the areas of employee benefits, including health care plans, pension plans (403(b) and 457(b) programs), Section 125 (cafeteria plan), vision, dental, life, and disability plans.
  • Strong organizational skills.
  • Ability to consistently meet daily, weekly, and monthly deadlines.
  • Experience in supervision and administration of employee benefit and retirement programs and knowledge of federal and state employee benefit laws.
