About the position

The position involves developing competitive estimates for post-delivery contract proposals and new construction projects. The role requires a thorough understanding of technical and administrative documents, including Requests for Proposals (RFPs), and necessitates collaboration with various teams to assess project scopes and requirements. The individual will also act as a Compliance Champion, promoting a culture of compliance within the organization and assisting in compliance risk assessments and training.

Responsibilities

  • Review and comprehend technical and administrative documents such as Requests for Proposals (RFPs).
  • Assess RFPs to determine project scope, including timeline, labor, materials, and subcontract requirements.
  • Serve on a multi-disciplinary team to assess RFPs appropriately.
  • Develop estimates and preliminary pricing for proposals.
  • Input project information into the database.
  • Participate in proposal reviews with management.
  • Assist in validating vendor and subcontractor quotes for related tasks.
  • Communicate daily within the Estimating Group and interact with various teams including Earned Value Management System (EVMS) Group, Contracts, Supply Chain, and Navy Program Management Team.
  • Act as a Compliance Champion and promote a culture of compliance throughout the organization.
  • Monitor changes and recommend improvements to comply with laws, rules, regulations, and policies.
  • Assist in compliance risk assessments and reporting.
  • Develop, provide, and document compliance training as applicable.
  • Conduct compliance monitoring, surveillance, and auditing efforts.

Requirements

  • Four-year degree in accounting, finance, engineering, or related field.
  • 4 years' direct pricing experience or a total of 8 years in education/experience.
  • Knowledge of LCS Class Maintenance Plan preferred.
  • Knowledge of ship construction and relationships between trades.
  • Experience interacting with production, support departments, customer representatives, and equipment manufacturers.
  • Proven ability to interpret RFQs, engineering drawings, and work specifications.
  • Familiarity with government cost accounting practices (FAR, DFAR, CAS) including TINA.
  • Familiarity with different types of estimates/proposals (RFP, RFQ, ROM, etc.) and government contracts (CPFF, CPAF, FPFF, FPAF, etc.).
  • Advanced working knowledge of computer software applications (Word, Excel, PowerPoint, and Outlook).
  • Ability to work independently and take initiative.
  • Willingness to work irregular and sometimes lengthy work schedules.
