About the position

The Crime & Intelligence Analyst position is a journey-level role within the Police Department, operating under the general direction of the Criminal Intelligence and Analysis Manager. This role is pivotal in conducting complex research and analysis to provide timely and pertinent information regarding serious and prolific offenders, crime hotspots, and criminal groups. The analyst is responsible for researching, analyzing, and mapping crime trends and patterns, disseminating information related to criminal activity, and assisting patrol, investigations, and administrative staff in planning the deployment of resources aimed at preventing and suppressing criminal activities. Additionally, the analyst participates in crime research and intelligence analysis activities in collaboration with local, state, and federal agencies, ensuring a comprehensive approach to crime analysis and intelligence sharing. The essential functions of the role include accessing data from various law enforcement and other sources to prepare complex analytical and statistical reports that assist in criminal investigations and intelligence assessments. The analyst collects, analyzes, and interprets data and statistics using both quantitative and qualitative methodologies, such as link analysis and event flow analysis. They develop target profile analyses of criminal offenders and groups, utilizing computer databases, electronic spreadsheets, GIS, and statistical applications to analyze and present data effectively. Furthermore, the analyst is tasked with entering, updating, and tracking files in the criminal intelligence database in accordance with departmental policies and federal regulations. In addition to analytical tasks, the Crime & Intelligence Analyst supports investigators by compiling analyses of confidential information regarding complex criminal investigations and recommending specific investigative targets and strategies based on their findings. They respond to requests for information and analytical reports, assist in developing new programs and procedures, and provide relevant training to personnel. The role also involves delivering oral briefings, court testimony, and presentations on analytical products and techniques, thereby playing a crucial role in the communication of intelligence findings to various stakeholders.

Responsibilities

  • Conduct complex research and analysis related to serious and prolific offenders, crime hotspots, and criminal groups.
  • Research, analyze, and map crime trends and patterns.
  • Disseminate information related to criminal activity to assist patrol, investigations, and administrative staff.
  • Participate in crime research and intelligence analysis activities with local, state, and federal agencies.
  • Access data from various law enforcement and other sources to prepare analytical and statistical reports.
  • Collect, analyze, and interpret data and statistics using quantitative and qualitative methodologies.
  • Develop target profile analyses of criminal offenders and criminal groups.
  • Utilize computer databases, electronic spreadsheets, GIS, and statistical applications for data analysis and presentation.
  • Enter, update, and track files in the criminal intelligence database according to department policy.
  • Support investigators in compiling analyses of confidential information regarding complex criminal investigations.
  • Respond to requests for information and analytical reports, including supporting information for search warrants and court orders.
  • Assist in the development of new programs, procedures, methods, and systems.
  • Coordinate unit activities with city-wide programs addressing community issues.
  • Provide training to personnel by preparing instructional materials.
  • Deliver oral briefings, court testimony, and presentations on analytical products and techniques.
  • Work collaboratively with team members and outside agency members to address crime issues.

Requirements

  • Possession of a bachelor's degree in Criminal Justice, Business Administration, Public Administration, Statistical Analysis, or a similar field.
  • Two years of progressively responsible experience performing analysis work within a crime analysis/intelligence unit or military intelligence unit.
  • Completion of a certificate program in Crime and Intelligence Analysis from an accredited college or university is highly desirable.
  • Possession of, or ability to obtain, a valid Class C California Driver License by time of appointment.
  • Ability to obtain and maintain national security clearance from the Federal Bureau of Investigations (FBI).
  • Knowledge of principles and practices of intelligence-led policing and research and analysis techniques.
  • Skill in utilizing specialized software products for crime and intelligence analysis and database management methods.
  • Ability to communicate effectively in oral and written form and analyze a variety of criminal information.

Nice-to-haves

  • Completion of a certificate program in Crime and Intelligence Analysis from an accredited college or university.
  • POST Certificate in Advanced Concepts in Criminal Intelligence and Crime.

Benefits

  • Salary range of $109,756.09 - $133,409.21 annually.
  • Probation period of 12 months.
  • Non-exempt status under FLSA.
