About the position

The Data Governance Analyst will play a crucial role in managing and overseeing the agency's data governance initiatives. This position is responsible for processing data and public records requests, ensuring compliance with legal requirements, and maintaining accurate documentation of all requests. The analyst will assist in the legal review of documents to determine necessary redactions, ensuring that sensitive information is protected before any public release. This role requires coordination with various departments to retrieve and compile requested data, ensuring that all information provided is complete and accurate. The analyst will also prepare responses to requests in accordance with established timelines and legal requirements, drafting clear and comprehensive correspondence. In addition to handling public records requests, the Data Governance Analyst will serve as the primary compliance contact for the implementation and oversight of the agency's Microsoft Purview application. This data governance tool is essential for mapping, managing, and governing data across various sources, including Microsoft 365 applications and other on-premises and cloud-based data. The analyst will be responsible for cataloging data assets, applying appropriate data classifications, tracking data lineage, and ensuring compliance with regulatory standards. This includes developing and revising policies and standard operating procedures related to data management and governance, in collaboration with the Director of Data Governance. The analyst will also contribute to the agency's data management and systems development efforts, particularly in projects funded under the CDC Public Health Infrastructure Grant. This includes creating a public-facing agency-wide data catalog, managing external requests for data, and supporting the overall data modernization strategy. The role requires effective communication with agency staff to ensure project goals are met and deadlines are adhered to, while fostering a culture of compliance and data stewardship throughout the organization.

Responsibilities

  • Receive and log incoming data and public records requests from non-media parties.
  • Assist in legal review of requested documents to determine necessary redactions.
  • Coordinate with relevant departments to retrieve requested data and compile necessary documents for disclosure.
  • Prepare responses to data and public records requests in accordance with established timelines and legal requirements.
  • Serve as the primary compliance contact for the implementation and oversight of the agency's Microsoft Purview application.
  • Organize and index data assets for easy discovery and understanding.
  • Apply labels and tags to data based on sensitivity and regulatory requirements.
  • Track the origins, movements, and transformations of data throughout its lifecycle.
  • Provide analytical capabilities to derive insights and enhance decision-making.
  • Ensure data usage complies with regulatory standards and internal policies.
  • Collaborate with the Director of Data Governance to develop and revise policies and guidelines related to data management and governance.
  • Monitor and interpret federal and state data protection laws and regulations.
  • Develop training materials and conduct sessions to educate agency staff on data governance policies and procedures.
  • Collaborate in developing and designing data management applications and systems to improve data capabilities for public health purposes.

Requirements

  • Mid-level experience in data governance or related field.
  • Proficiency in data classification and management.
  • Experience with Microsoft SharePoint and Microsoft Purview.
  • Strong understanding of legal requirements related to public records and data protection laws (e.g., HIPAA).
  • Excellent communication and organizational skills.
  • Ability to work collaboratively with various departments and stakeholders.
