About the position

The Data Governance Analyst at Blue Sapphire Inc. is a critical role focused on managing and overseeing data governance processes within the organization. This position involves processing data and public records requests, ensuring compliance with legal requirements, and maintaining accurate documentation throughout the request lifecycle. The analyst will receive and log incoming requests, assist in the legal review and redaction of sensitive information, and coordinate with various departments to retrieve and compile necessary data for disclosure. The role requires effective communication with requesters to clarify their needs and provide updates on the status of their requests. In addition to handling public records requests, the Data Governance Analyst will serve as the primary compliance contact for the implementation and oversight of the agency's Microsoft Purview application. This data governance tool is essential for mapping, managing, and governing data across various sources, including Microsoft 365 applications and other data environments. Key responsibilities include data cataloging, classification, lineage tracking, and ensuring compliance with regulatory standards. The analyst will also collaborate with the Director of Data Governance to develop and revise policies and standard operating procedures related to data management and governance, ensuring alignment with federal and state laws. The role further involves supporting the agency's data management and systems development initiatives, particularly those funded under the CDC Public Health Infrastructure Grant. This includes cataloging agency data resources, managing external requests for data, and facilitating effective communication among project stakeholders. The Data Governance Analyst will play a vital role in fostering a culture of compliance and data stewardship across the organization, contributing to the overall improvement of the agency's data capabilities for public health purposes.

Responsibilities

  • Receive and log incoming data and public records requests from non-media parties.
  • Ensure requests are properly documented and tracked for timely processing.
  • Assist in legal review of requested documents to determine necessary redactions to protect sensitive information before release as public records.
  • Ensure compliance with legal requirements and agency policies regarding public records disclosures.
  • Coordinate with relevant departments or personnel to retrieve requested data and compile necessary documents for disclosure.
  • Ensure completeness and accuracy of information provided in response to requests.
  • Prepare responses to data and public records requests in accordance with established timelines and legal requirements.
  • Draft correspondence and documentation ensuring clarity and completeness in responses.
  • Communicate with requesters to clarify requests, provide updates on processing status, and coordinate delivery of requested information.
  • Maintain records of communications and actions taken related to each request.
  • Serve as the primary compliance contact for the implementation and oversight of the agency's Microsoft Purview application.
  • Organize and index data assets for easy discovery and understanding.
  • Apply labels and tags to data based on sensitivity and regulatory requirements.
  • Track the origins, movements, and transformations of data throughout its lifecycle.
  • Provide analytical capabilities to derive insights and enhance decision-making.
  • Ensure data usage complies with regulatory standards and internal policies.
  • Collaborate with the Director of Data Governance to develop and revise policies, Standard Operating Procedures (SOPs), and guidelines related to data management and governance.
  • Monitor and interpret federal and state data protection laws, regulations, and industry standards.
  • Develop training materials and conduct sessions to educate agency staff on data governance policies, procedures, and regulatory requirements.
  • Collaborate with the Director of Data Governance in developing and designing data management applications and systems.

Requirements

  • Master's degree in a relevant field.
  • Bachelor's degree in a relevant field.
  • Mid-level experience in data governance or related areas.
  • Strong analysis skills.
  • Experience with data classification and data management.
  • Familiarity with SharePoint and Microsoft 365 applications.

Nice-to-haves

  • Experience with public health data management.
  • Knowledge of HIPAA and other data protection regulations.
