About the position

The Data Governance Subject Matter Expert (SME) position at the Mississippi State Department of Health (MSDH) is a hybrid role that requires a significant on-site presence, specifically 75% of the time. The primary responsibilities of this position include processing data and public records requests, ensuring compliance with legal requirements, and overseeing the implementation of the Microsoft Purview application for data governance. The role involves receiving and logging incoming requests, assisting in the legal review of documents, and coordinating with various departments to retrieve and compile necessary data for disclosure. Additionally, the Data Governance Analyst will prepare responses to requests, maintain communication with requesters, and ensure that all actions are documented and tracked for timely processing. A key aspect of this role is the oversight of the Microsoft Purview application, which is essential for managing and governing data across various sources, including Microsoft 365 applications and other data platforms. The analyst will be responsible for cataloging data assets, applying data classification, tracking data lineage, and ensuring compliance with regulatory standards. This position also involves collaborating with the Director of Data Governance to develop and revise policies and standard operating procedures related to data management, as well as providing training to agency staff on these policies. The Data Governance Analyst will play a crucial role in enhancing the agency's data capabilities for public health purposes, supporting projects funded under the CDC Public Health Infrastructure Grant, and fostering a culture of compliance and data stewardship within the organization. The position requires a proactive approach to managing large amounts of data and ensuring that the agency's data practices align with federal and state regulations.

Responsibilities

  • Receive and log incoming data and public records requests from non-media parties.
  • Assist in legal review of requested documents to determine necessary redactions.
  • Coordinate with relevant departments to retrieve requested data and compile documents for disclosure.
  • Prepare responses to data and public records requests in accordance with established timelines.
  • Communicate with requesters to clarify requests and provide updates on processing status.
  • Serve as the primary compliance contact for the implementation of Microsoft Purview.
  • Organize and index data assets for easy discovery and understanding.
  • Apply labels and tags to data based on sensitivity and regulatory requirements.
  • Track the origins, movements, and transformations of data throughout its lifecycle.
  • Provide analytical capabilities to derive insights and enhance decision-making.
  • Collaborate with the Director of Data Governance to develop and revise policies and SOPs.
  • Monitor and interpret federal and state data protection laws and regulations.
  • Develop training materials and conduct sessions to educate agency staff on data governance policies.
  • Collaborate in developing and designing data management applications and systems.

Requirements

  • Bachelor's Degree in a relevant field.
  • Proficiency in Microsoft 365 applications (Word, Excel, Outlook, Teams) and Adobe.
