About the position

The Deputy Chief Financial Officer (DCFO) at the Utah Transit Authority (UTA) plays a pivotal role in the financial management and oversight of the agency. This position is designed for an independent self-starter with a robust background in Finance and Treasury, who is eager to contribute to a vital service in a rapidly growing region. The DCFO will assist the Chief Financial Officer (CFO) in the day-to-day operations of UTA, ensuring that the financial strategies align with the agency's goals and objectives. In this role, the DCFO will determine the organizational needs of the Treasury and provide guidance and oversight of various treasury functions, including Revenue Control, Business Planning & Data Analysis, agency investments, and bond program oversight. The position requires planning, managing, and directing all UTA treasury programs and activities, which encompass treasury operations, debt management, and the investment portfolio. The DCFO will oversee the daily management of treasury operations, ensuring the maintenance of sound internal controls over the agency's cash and securities assets, and will be responsible for the security of cash operations and compliance with internal control procedures and policies. The DCFO will also manage aspects of UTA's Treasury and related financial activities, including cash flow activities, investments, managing investor relations, and overseeing all banking relationships. This role supports the CFO in their duties on the pension committee for UTA, which includes monitoring journal entries performed by the pension accounting firm, reviewing financial statements for completeness and accuracy, and ensuring compliance with various pension contracts. The DCFO will implement UTA's investment policy, make investment decisions consistent with the policy, and monitor investments while providing periodic reports to the CFO. Additionally, the DCFO will develop and present technical and administrative reports, requiring the ability to communicate complex financial information effectively to a diverse range of stakeholders. The position also involves preparing advanced financial statements for operating and capital programs, analyzing data, and developing metrics and dashboard tools to monitor the financial health of the enterprise.

Responsibilities

  • Assist the Chief Financial Officer (CFO) in day-to-day financial activities for UTA.
  • Determine organizational needs of Treasury and provide guidance on treasury functions.
  • Plan, manage, and direct all UTA treasury programs and activities.
  • Oversee day-to-day management of treasury operations and ensure sound internal controls.
  • Ensure security of cash operations and compliance with internal control procedures.
  • Manage cash handling, revenue control, and credit/debit fare programs.
  • Support the CFO in pension committee duties, including monitoring journal entries and reviewing financial statements.
  • Implement UTA's investment policy and make investment decisions accordingly.
  • Monitor investments and provide periodic reports to the CFO.
  • Manage UTA's investor website and maintain banking relationships.
  • Provide guidance and support to the CFO on financial matters.
  • Assist with financial policy reform and updates, supporting financial planning and analysis tasks.
  • Develop and present technical and administrative reports to stakeholders.
  • Prepare advanced financial statements for operating and capital programs.
  • Analyze data and monitor local and national economic trends.

Requirements

  • Bachelor's degree in finance or related business discipline; Master's degree preferred.
  • Eight (8) years of experience in a treasury function, preferably in banking.
  • Five (5) years of supervisory experience.
  • Extensive knowledge of treasury functions and operations, cash handling, and financial controls.
  • Strong personnel management and organizational skills.
  • Solid verbal and written communication skills.
  • Demonstrated successful time management skills.
