The Deputy Chief Financial Officer (DCFO) at the Utah Transit Authority (UTA) plays a pivotal role in the financial management and oversight of the agency. The DCFO will assist the Chief Financial Officer (CFO) in the day-to-day operations of UTA, ensuring that the financial strategies align with the agency's goals and objectives. In this role, the DCFO will determine the organizational needs of the Treasury and provide guidance and oversight of various treasury functions, including Revenue Control, Business Planning & Data Analysis, agency investments, and bond program oversight. The position requires planning, managing, and directing all UTA treasury programs and activities, which encompass treasury operations, debt management, and the investment portfolio. The DCFO will oversee the daily management of treasury operations, ensuring the maintenance of sound internal controls over the agency's cash and securities assets, and will be responsible for the security of cash operations and compliance with internal control procedures and policies. The DCFO will also manage aspects of UTA's Treasury and related financial activities, including cash flow activities, investments, managing investor relations, and overseeing all banking relationships. This role supports the CFO in their duties on the pension committee for UTA, which includes monitoring journal entries performed by the pension accounting firm, reviewing financial statements for completeness and accuracy, and ensuring compliance with various pension contracts. The DCFO will implement UTA's investment policy, make investment decisions consistent with the policy, and monitor investments while providing periodic reports to the CFO. Additionally, the DCFO will develop and present technical and administrative reports, requiring the ability to communicate complex financial information effectively to a diverse range of stakeholders. The position also involves preparing advanced financial statements for operating and capital programs, analyzing data, and developing metrics and dashboard tools to monitor the financial health of the enterprise.
