About the position

The Deputy Director of Finance for the Health and Human Services Department in Lowell, MA, is responsible for overseeing the financial and administrative services of the department. This role includes managing budgets, payroll, accounts payable, and grant management, while ensuring efficient operations and compliance with regulations. The Deputy Director will supervise clerical staff, coordinate departmental functions, and act on behalf of the Director when necessary.

Responsibilities

• Oversee day-to-day administration of financial and administrative services.
• Supervise and coordinate all financial and administrative service functions of the Health and Human Services Department.
• Manage the preparation of annual department budgets and analyze performance against budget.
• Ensure smooth operations within all divisions of the Health and Human Services Department.
• Formulate procedures for record retention and management.
• Assist with employee screening, interviewing, and training.
• Develop and update the department's policy and procedures manual.
• Coordinate communications and public relations duties for the department.
• Implement and monitor safety and training programs.

Requirements

• Bachelor's degree in accounting, finance, business administration, or related field.
• Working knowledge of accounting principles and Massachusetts state and federal regulations.
• Minimum of 3 years of experience in finance, municipal budgets, and personnel management.
• Proficient in MUNIS, Microsoft Word, Excel, PowerPoint, and Outlook.
