About the position

The Deputy Program Manager at ASRC Federal Facilities Logistics will play a crucial role in supporting NASA's Wallops Flight Facility by managing operations and maintenance (O&M) activities under the ROME contract. This position combines responsibilities of both Operations Manager and Deputy Program Manager, ensuring that contract deliverables are met while fostering a positive work environment and maintaining compliance with safety and quality standards.

Responsibilities

  • Assist the ROME Program Manager in ensuring all Wallops related contract deliverables are met.
  • Serve as main point of contact for customers at the Wallops site.
  • Lead the Project Managers, Supervisors, and Union staff as the Wallops Operations Manager.
  • Enhance the morale and motivation of O&M personnel and handle employee concerns.
  • Assist supervisors with hiring, training, and managing O&M staff.
  • Ensure efficient daily tasking of O&M staff and monitor productivity.
  • Provide training and development opportunities for assigned personnel.
  • Conduct periodic reviews of policies and procedures to ensure compliance with contract goals and best practices.
  • Maintain a positive and collaborative working relationship with customers.
  • Assist the Safety Manager in promoting safe working habits and environmental stewardship.
  • Assist the Quality Manager in executing the Quality Management plan.
  • Analyze performance data to improve plant, facility, and staff performance.
  • Identify facility problems and monitor execution of improvement projects.
  • Perform administrative tasks such as creating monthly reports.
  • Oversee the qualification, training, development, and evaluation of operations personnel.
  • Make site rounds to verify performance.

Requirements

  • 10+ years of related work experience supporting and managing O&M facilities and construction operations.
  • Experience managing facility operations in an IDIQ task order contracting environment including FFP and CPFF tasks.
  • Experience with safety and quality assurance oversight.
  • Knowledge of regulations, concepts, principles, and practices of the trades and crafts managed and supervised.
  • Knowledge of Union Collective Bargaining Agreements, Service Contract Act, and Davis Bacon Act labor forces.
  • Knowledge of project planning, funding, and project management systems.
  • Knowledge and experience using a CMMS.
  • Knowledge and experience in cost reductions with application of Reliability Centered Maintenance (RCM) Programs.
