About the position

The Director of Finance is responsible for directing and evaluating the performance of all accounting operations within Gila River Health Care. This role involves supervising finance staff, developing and implementing policies and procedures, and overseeing the timely preparation of a variety of financial accounts, procedures, and reports. The Director will assess and forecast department performance, generating reports for management review, and ensuring compliance with relevant accounting regulations and standards. This position also coordinates with other department leaders and external stakeholders to guide and facilitate accounting procedures, and may act in the absence of the Chief Financial Officer (CFO). In collaboration with the CFO, the Director will develop, implement, and evaluate operational policies, practices, and procedures that align with organizational objectives and financial regulations. Responsibilities include preparing monthly, quarterly, and annual reports and forecasts of business activities and financial positions, including income, expenses, and earnings. The Director will escalate significant issues to appropriate parties and prepare and review grant budget proposals, ensuring timely and accurate reimbursement by supervising fund accounting of grant-related activities. The role also involves directing and reviewing month-end close processes, including balance sheet account reconciliations, and reporting concerns about revenue collection to the CFO with recommendations for resolution. The Director will assist in determining budget assumptions, coordinate the preparation of budgets, and review proposals and expenditures to ensure performance requirements are met within budget constraints. Additionally, the Director will oversee payroll preparation and compliance with tax filing requirements, supervise subordinate staff, and perform various human resources administrative tasks, including hiring. The position requires establishing and maintaining internal controls, reviewing and approving financial documents, and participating in hospital-wide committees to improve financial functions. The Director will also support internal and external audits by preparing necessary documentation and responding to requests for information.

Responsibilities

  • Ensure compliance with relevant accounting regulations and standards.
  • Coordinate with other department leaders and external stakeholders to facilitate accounting procedures.
  • Collaborate with the Chief Financial Officer to develop operational policies and procedures.
  • Prepare monthly, quarterly, and annual reports and forecasts of business activities and financial positions.
  • Prepare and review grant budget proposals and ensure timely reimbursement.
  • Direct and review month-end close processes, including account reconciliations.
  • Report concerns about revenue collection to the Chief Financial Officer.
  • Assist in determining budget assumptions and coordinate budget preparation.
  • Review proposals and expenditures to ensure compliance with budget constraints.
  • Develop capital depreciation schedules for purchased assets.
  • Coordinate with Accounts Payable to resolve vendor issues.
  • Oversee payroll preparation and compliance with tax requirements.
  • Supervise subordinate staff and provide coaching and training opportunities.
  • Prepare and file external reports to ensure regulatory compliance.
  • Establish and monitor internal controls for the department.
  • Review and approve check requests, invoices, and purchase requisitions.
  • Maintain relationships with financial institutions for timely service responses.
  • Participate in committees to improve financial functions and efficiencies.
  • Support internal and external audits by preparing documentation and explanations.

Requirements

  • Bachelor's Degree in Business Administration, Finance, Accounting, or a closely related field.
  • Master's degree preferred.
  • 8 years of previous accounting experience with responsibility for budgetary processes.
  • Certified Public Accountant (CPA) required.
  • Previous experience in a governmental healthcare setting preferred.
  • Ability to relate to diverse cultures, specifically the Gila River Community and/or other Native American cultures.
