About the position

The Cook County Department of Enterprise Technology is seeking a Director of Enterprise Data Strategy, Governance, and Analytics to join our team. This individual will be responsible for managing the team staff and executing identified priorities and initiatives aligned with the Chief Data Officer's (CDO) vision for enterprise data governance and data-driven decision-making. The role is pivotal in optimizing the use of data to support the President's agenda across key policy areas, ensuring that data is leveraged effectively to enhance decision-making processes. In this position, the Director will collaborate closely with the CDO, Chief Information Officer (CIO), Chief Performance Officer (CPO), and various county-wide IT leaders and business unit leaders. The Director will lead the development of the County's data strategy, working with both internal and external stakeholders to promote awareness and constructive usage of data. This includes managing and enhancing the County's data governance efforts, defining standards, and coordinating the provision of Application Programming Interfaces (APIs). The Director will also be responsible for identifying various data sources to drive business innovation, analyzing and interpreting data to provide actionable insights for improving processes, and engaging in predictive analytics. The role involves overseeing the integration and staging of data, as well as the development and maintenance of the data warehouse and data mart. Additionally, the Director will assist in organizing and leading a Data Governance Council (DGC) to ensure adherence to data principles, standards, policies, and guidelines across all County departments.

Responsibilities

  • Lead the development of the County's data strategy and drive awareness and constructive usage of data.
  • Manage and enhance the County's data governance efforts, including defining standards and coordinating APIs.
  • Identify various sources of data to drive business innovation and inform executive policy decisions.
  • Analyze and interpret data to suggest improvements for County programs and policies using data mining and statistical analysis.
  • Engage with stakeholders to utilize predictive analytics and optimize dashboards for better service delivery.
  • Assist in organizing and leading a Data Governance Council to apply data principles and standards across County agencies.
  • Oversee the integration and staging of data, and maintain the data warehouse and data mart.
  • Collaborate with departments and vendors to develop and maintain data tools and systems.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree (or higher).
  • Minimum of three (3) years of experience in data analysis, data mining, data visualization, or data management.
  • One (1) year of prior supervisory, managerial, or project management experience.
  • Strong attention to detail and analytical skills.
  • Ability to utilize data analysis and visualization software such as SAS, SPSS, Python, R, Excel, Tableau, or Power BI.
  • Knowledge of current computer and electronic data processing systems and technology solutions.
  • Advanced mathematical skills and knowledge of probability and statistics.
  • Ability to plan, direct, and coordinate operational details and projects.
  • Excellent verbal and written communication skills with demonstrated management and leadership abilities.

Nice-to-haves

  • Two (2) years of supervisory, managerial, or project management experience.
  • Experience with Microsoft Excel, Tableau, Power BI, Socrata, SQL, or similar Business Intelligence technologies.
  • Experience with SAS, R, SPSS, Python, or similar scripting languages.
  • Three (3) years of experience in the public sector or a large governmental organization.
  • Experience generating public-facing reports.
  • Experience with implementing data governance initiatives.
