About the position

The Director of Finance & Operations at Billerica Public Schools is responsible for overseeing the financial and operational aspects of the school district. This role involves budget preparation, financial reporting, and ensuring compliance with accounting regulations. The Director will also supervise various departments, manage procurement processes, and contribute to the overall efficiency and effectiveness of the district's business services.

Responsibilities

  • Assist in the annual school budget preparation, compiling necessary statistical data and finalizing budget documents.
  • Make provisions for the continuous improvement of the school district's business services.
  • Organize and maintain effective and efficient modern office procedures, strengthening management controls through evaluation of procedures.
  • Assist in recruiting, screening, hiring, assigning, supervising, and evaluating personnel in the offices under supervision.
  • Coordinate and administer internal and external financial reviews and audits of all fund accounts.
  • Plan, analyze, and administer district-wide procurement of goods and services, including leasing contracts.
  • Plan, analyze, recommend, and implement operating and efficiency measures to reduce direct and overhead costs.
  • Supervise all accounting operations, including payroll, accounts payable, requisitions, and purchase orders.
  • Manage all budget transfers and amendments, journal entries, and deposits through the finance office staff.
  • Manage MUNIS access for all school employees and provide training and assistance as needed.
  • Plan and supervise maintenance of buildings, grounds, and equipment through the Director of Facilities.
  • Work with the Massachusetts School Building Authority on municipal school building projects.
  • Prepare transportation contracts and supervise their execution, transacting all financial transportation matters involved.
  • Administer cafeteria services and the school lunch program through the Director of School Nutrition.
  • Analyze and advise the Superintendent and School Committee on the financial impact of collective bargaining agreements.
  • Directly oversee personnel responsible for all non-school use of school properties, including scheduling and fee collection.
  • Attend School Committee meetings, town meetings, and local public meetings as requested by the Superintendent.
  • Conduct routine reviews of all fund balances and prepare detailed financial reports for the School Committee.
  • Manage the district's insurance programs and file all claims.
  • Prepare the End of Year Report for submission to the Massachusetts Department of Elementary and Secondary Education.
  • Assist with the preparation of bid documents, procedures, and analysis of cost proposals.
  • Develop and maintain a positive, respectful, and trusting working relationship with all School and Town staff.

Requirements

  • Minimum of Bachelor's Degree in Business Administration, Public Administration, Accounting or Finance.
  • A minimum of four (4) years of successful employment in one of the above fields, including at least two (2) years in a supervisory role at a managerial level.
  • Certified (or certifiable) by the Massachusetts Department of Elementary and Secondary Education as a Business Manager.
  • Proven ability to develop and administer operating, grant, and capital budgets.
  • Strong skills with databases, spreadsheets, and word processing, with experience in Munis preferred.
  • Effective organization skills and strong analytical abilities.
  • Solid understanding of School and Municipal accounting and finance regulations.
