About the position

As a key member of the Senior Management Team, the Director of Finance plays a strategic role in the overall financial management of Arcata Associates, Inc. This position is responsible for the day-to-day planning, implementation, management, and control of all financial-related activities within the company. The Director of Finance will oversee accounting, finance, forecasting, strategic planning, job costing, and institutional financing, ensuring that all financial operations align with the company's goals and objectives. This is a hands-on position that requires a deep understanding of financial principles and practices, as well as the ability to lead and mentor a team of accounting professionals. The Director of Finance will direct and oversee all aspects of the Finance and Accounting functions of the organization, which includes accounts payable, accounts receivable, payroll, and general ledger management. This role involves direct assistance to the Senior Management Team with strategy and tactics related to budgetary matters, cost-benefit analysis, forecasting needs, and cash flow management. The Director will prepare financial forecasts and develop forward pricing packages for government review and approval, ensuring compliance with all relevant regulations and standards. In addition to financial oversight, the Director of Finance will lead, supervise, mentor, and evaluate the work of accounting personnel, ensuring that the department is properly staffed and that employees are cross-trained as appropriate. This position will also involve interpreting and following Generally Accepted Accounting Practices (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) applicable to the company's business. The Director will review and verify the accuracy of charges billed to customers, control disbursements, and prepare annual company operating and capital budgets for the CEO's approval. The Director of Finance will also be responsible for developing, implementing, and maintaining a comprehensive job cost system, reviewing monthly financial statements, and providing timely and accurate accounting and financial reporting. This role will help Program Managers drive financial performance and ensure that effective internal controls are in place. The Director will manage all outside audits, including contract-related audits and the annual financial statement review, and will serve as the primary contact for banking and corporate insurance matters. Other related duties may include serving on the company's 401(k) Plan Investment Committee and utilizing data from technical personnel to assist with cost proposals for bid and proposal activities.

Responsibilities

  • Direct and oversee all aspects of the Finance and Accounting functions of the organization.
  • Assist the Senior Management Team with strategy and tactics related to budgetary matters, cost-benefit analysis, forecasting needs, and cash flow management.
  • Prepare financial forecasts and develop forward pricing packages for government review and approval.
  • Review annual incurred cost audit proposals before submission to the government and serve as the primary focal point for all subsequent audits.
  • Lead, supervise, mentor, and evaluate the work of Accounting personnel, ensuring cross-training of employees as appropriate.
  • Ensure the Accounting department is properly staffed, including hiring, promoting, and dismissing staff as appropriate.
  • Interpret and follow Generally Accepted Accounting Practices (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).
  • Review and verify the accuracy of charges billed to customers and control disbursements.
  • Prepare annual company Operating and Capital budgets for CEO's approval.
  • Develop, implement, and maintain a comprehensive job cost system.
  • Review monthly financial statements and other related accounting reports as required.
  • Provide timely and accurate accounting/financial reporting, analysis of budgets, financial trends, and forecasts.
  • Help Program Managers drive financial performance.
  • Ensure effective internal controls are in place and compliance with GAAP, FAR, and applicable federal, state, and local regulatory laws.
  • Manage all outside audits, including contract-related audits and annual financial statement reviews.
  • Review work papers supporting the annual tax return and verify year-end 401(k) census information.
  • Establish and implement accounting procedures and policies for the Company.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline.
  • 10+ years in progressively responsible financial leadership roles, with experience in Government contract-related areas, emphasizing cost reimbursable supporting DCAA audits.
  • Minimum ten years of financial analysis experience, with at least four years' experience managing an accounting & payroll department.
  • In-depth knowledge of payroll, accounts payable, accounts receivable, and financial statement preparation.
  • Ability to analyze data, resolve problems, and make decisions independently using judgment and initiative.
  • Ability to establish and maintain effective personal working relationships.
  • Ability to operate a desktop computer to input and retrieve data accurately.
  • People management, conflict resolution, and mentoring skills.

Nice-to-haves

  • Experience with Deltek Systems Administration.
  • Knowledge of Federal Acquisition Regulations (FAR) as it pertains to financial records and accounting practices.
