About the position

The Director of Finance is responsible for directing and managing the financial operations of the district, which includes accounting, investments, and budgeting. This role requires a comprehensive understanding of school finance and the ability to implement policies and procedures effectively. The Director will work closely with campus principals and department directors to prepare the annual district budget and ensure compliance with applicable laws and regulations. Additionally, the Director will provide leadership to achieve cost-effective practices throughout the district and serve as a liaison for independent auditors and state agencies.

Responsibilities

  • Ensure that accounting systems comply with applicable laws and regulations
  • Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements
  • Develop cash flow analysis to aid in determining cash available for investment and disbursements
  • Oversee preparation of monthly bank reconciliations for operating, debt service, and tax accounts
  • Prepare the annual district budget in coordination with campus principals and department directors
  • Assist in the preparation of the budget and development of long- and short-range objectives for financial operations
  • Provide leadership to achieve cost-effective practices throughout the district
  • Serve as one of the district's investment officers, maintaining investment portfolio documentation and preparing quarterly and annual investment reports
  • Review departmental records, reports, documentation, and operating procedures for compliance
  • Serve as liaison for and coordinate activities of independent outside auditors and state agencies
  • Perform field work in accordance with the audit process
  • Prepare a Comprehensive Annual Financial Report
  • Implement policies established by federal and state law and local board policy
  • Oversee and evaluate monthly financial statements and related budget reports
  • Develop semi-annual financial information for submission to TEA through PEIMS
  • Prepare quarterly and final reports for all federal funds
  • Develop Skyward training options and/or improvement plans for accounting operations

Requirements

  • Bachelor's degree in Accounting
  • CPA preferred
  • 5 years in School District business experience preferred
  • Advanced technical knowledge of school finance, budgeting, and accounting
  • Strong communication, public relations, and interpersonal skills
  • Advanced knowledge of Microsoft Excel and other Microsoft applications
  • Ability to implement policy and procedures
  • Ability to interpret data and perform data analysis
  • Ability to manage budget
  • Ability to manage personnel

Nice-to-haves

  • Working knowledge of Skyward financial applications
