About the position

Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization dedicated to ending homelessness in the New York area by 2050. The organization operates over 60 programs across New York City, Northern New Jersey, and Westchester County, providing essential services to various vulnerable populations, including families experiencing homelessness, survivors of domestic violence, individuals living with HIV/AIDS, veterans, youth aging out of foster care, and adults with behavioral health or substance use needs. The organization also runs a special education preschool program. The Director of Finance will play a crucial role in overseeing the billing, budget, and financial analysis functions of the organization. This position is responsible for maintaining fiscal oversight of a grant and entitlement portfolio of approximately $15 million, primarily funded by state and federal governments. The Director will work collaboratively with a team to strengthen the organization's relationships with funding sources and ensure compliance with financial regulations. This role also involves supervising the Finance team within the Northern New Jersey Division, ensuring that all financial operations are conducted efficiently and accurately. The Director of Finance will be expected to contribute to automating and streamlining financial processes to enhance operational efficiencies. This includes managing all aspects of the division's budget processes, overseeing grant and medical billing functions, and ensuring timely submission of invoices and claims. The Director will also work closely with the Controller to produce and analyze monthly financial statements, prepare budget-to-actual variance analyses, and provide financial recommendations to senior management. Additionally, the role involves monitoring receivables and collections, developing internal controls, and participating in contract negotiations with funders and managed care organizations.

Responsibilities

  • Direct the fiscal and administrative functions of all division grants and contracts.
  • Contribute to automating and streamlining processes to enhance operational efficiencies.
  • Participate in and manage all aspects of the division's budgets processes, including the annual operating budget, contract budgets and modifications, and RFPs.
  • Oversee grant and medical billing functions, ensuring invoices and claims are complete, accurate, and submitted timely in compliance with federal and state regulations.
  • Work with the Controller to ensure monthly financial statements are produced, reviewed, and analyzed timely.
  • Prepare budget to actual variance analyses and provide recommendations on financial information to senior management.
  • Manage the preparation of funder quarterly and final Reports on Expenses and all other grant fiscal reporting requirements.
  • Monitor and report on receivables and collections, including the division's weekly cash flow projections.
  • Develop, monitor, and maintain internal controls to ensure accurate reporting of revenue and expenditures.
  • Work with management in setting goals and objectives regarding fiscal procedures that align with the organization's strategic plan.
  • Supervise direct reports to ensure accurate and timely vouchering, budgeting, billing, collections, and financial reporting and analysis of all division programs.
  • Manage division's housing projects, including review of rents and certifications, project budgets, reimbursements, and compliance activities.
  • Participate in negotiating contracts with funders and managed care organizations.

Requirements

  • Bachelor's degree in Accounting or Finance.
  • Seven years of relevant billing, budget, and financial reporting and analysis experience, including at least three years in a supervisory capacity.
  • Prior not-for-profit experience in fiscal management of New Jersey governmental grants and contracts and/or audit is preferred.
  • Knowledge of GAAP and the ability to manage multiple projects under deadlines.
  • Strong interpersonal, communication, analytical, and conceptual skills.
  • Strong attention to detail with the ability to organize work and perform duties with a high level of accuracy.
  • Ability to use an in-house cloud-based ERM accounting system.
  • Advanced proficiency with Microsoft Office suite, particularly strong Excel skills.
