Other responsibilities include ensuring that financial reports are accurate and completed on time, analyzing financial strengths and weaknesses, and suggesting plans for improvement. This position will proactively work with division directors, facility business managers, and the Department of Administration to implement and maintain financial practices that are compliant with state and agency policies and regulatory requirements. Job Responsibilities may include but are not limited to the following: Directs and evaluates the Department's fiscal operations including the supervision of the accounting, purchasing, and grants management sections responsible for accounts payable, accounts receivable, management of the juvenile trust fund, procurement, travel authorizations and expenses reports, grant management, and preparation of month-end general ledger reports. Provide direction and guidance to facility business managers and coordinate agency-wide fiscal initiatives. Oversees and directs fiscal staff during fiscal year-end close to ensure all procurement and accounting deadlines are met, expenditures are coded correctly, and outstanding obligations are properly encumbered. Coordinates with human resources on the establishment and maintenance of payroll combo codes, task profiles, and time reporting codes in the Statewide Human Resource and Payroll System (SHaRP) to ensure proper allocation of state and federal funds to payroll expenditures. Manages the department's financial data in the Statewide Management and Accounting Tool (SMART). Provides technical guidance to fiscal and business office staff on accounting and fiscal procedures. Continuously reviews agency processes and procedures to ensure compliance with statute, regulations, Department of Administration policies and procedures, and General Accepted Accounting Principles and updates Internal Management Policy and Procedures as needed. Independently develops and interprets financial results by using computerized accounting software. Develop and analyze non-standard reports for potential problems. Applies knowledge of programs and laws, regulations, policies and procedures to determine appropriateness of payment. Serves as the department's SMART Security Liaison. Develops and evaluates the effectiveness of internal controls and implements new processes and procedures as necessary to improve efficiency, effectiveness, and compliance with state and agency financial policies. Monitors expenditure patterns and makes adjustments necessary to correct related problems; directs the preparation and review of required reports to assess the budgetary status of the Department and its facilities; monitor payroll expenditures and develop salary projections used in monthly expenditure forecasts. Directs and evaluates the Department's grant programs, which is responsible for the management of state block grants to community corrections agencies, federal formula grants, Medicaid payments, and competitively awarded grants. Ensures timely and accurate submission of financial status reports through periodic reviews and meetings with the Grants Manager and grants team. Performs other duties as assigned. Qualifications Minimum Qualifications : Five years of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency. Preferred Qualifications : Knowledge of and experience with governmental accounting, fiscal administration and/or budgeting. Knowledge of budget and procurement practices and procedures.
